We can find the speaker's assertion is superficial and incomplete, if we think over what is the correct way to evaluate leaders efficiency.  I concede that to be a great leader, people should have high ethical and moral standards, while the definition of leaders ethical and moral standards are far more different from common people and other important abilities should also be considered when we appreciate an effective leader.

Leaders' are special group of people in our societies, so the ethical and moral standards of them are not the same as ordinary people.  The responsibility of leaders is leading their societies to more democratic, free and prosperity ones. So when we defined the ethical and moral standards of leaders, common criteria seems not enough and proper. For example, a government decides to build up a subway to meet the majority needs of transportation in a city, and this of course will bring troubles to certain group of people in that their house might be pulled down to make room for the project. Nevertheless, can we draw the conclusion that political leaders of the city are of low ethical and moral standards since they don't consider the benefits of these people？In fact, I would rather agree that their decision is a wise one, which reflects their efficiency even though they sacrifice a few people’s interests. Since they are full fill their responsibility and meet the needs of the majority. Maybe it is an aim for ordinary people to maintain the highest ethical and moral standards if he/she wish to be a success one while to political leaders, this is not a compelling suggestion.

Moreover, the speaker attributes a leader's efficiency just to own the highest ethical and moral standards but unfortunately, overlook other more important factors which can make sure an effective leader. So far as I am concerned, to be an effective leader, only holding high ethical and moral standards are not enough. In order to set up a consolidate society; leaders should have the ability of balancing the need of individual and collectivity. In order to build up a modern and free society, leaders should good at instilling in the inner abilities of citizens and help them make more contribution to their society. In order to protecting interests of the mass, leaders should have the ability of solving social problems such as unemployment, drug traffic, violence and so forth. If leaders have the foregoing abilities, we can call them effective leaders.

However, I don't mean that what I state in the second paragraph above can be excuses for a leader who have low ethical and normal level. It is dangerous for citizens if their political leaders do not have certain ethical and normal standards, even worse, these kind of danger sometimes can be extended to the whole world. Hitler, is an example to warrant that without benign ethic and norm, the leader just pursuit his own aim and based purpose while not consider others' lives and happiness will finally destroy his country and himself. Therefore, high ethical and normal standards should also be recognized as crucial abilities for an effective leader.

In sum, due to the complexity of evaluate leaders’ efficiency leaders, we should not only depend on one judgement---the highest ethical and normal standards. The convictive way is to make clear distinction criterion between the ethic and normal of leaders and populace while add other important factors.

我觉得这个题目是说“要成为一个有效的领导者， 他必须保持最高的道德和伦理标准”。Therefore,我觉得b2有点偏，是在论述除了最高的。。。。还需要别的。当然，如果把它放在第三段做个补充（篇幅要短点），还是可以的。我刚也在考虑这道题。但是还没想好。我觉得按你的思路我会这样写
1。领导人的最高道德和伦理标准是什么？他与普通人的有何区别
2。最高道德和伦理标准对他的执政有什么好处？对人民有什么好处？以至于对国家有什么好处
3。如果没有最高道德和陆军里标准又会怎样？
4。Admittedly,还需要其他的标准。

我觉得b2有点偏，是在论述除了最高的。。。。还需要别的。当然，如果把它放在第三段做个补充（篇幅要短点），还是可以的。这个问题我也想过，我觉得题目将To be an effective leader放在句首是在强调讨论如何成为一名有力的领导，从这个意义上讲，in my opinion,论述成为effective leader的其他因素是必需的。
