56.Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future. (2.13,4.5h,557)
结构:让步,再转折到强调今天的问题,再进一步谈解决今天的问题对于明天问题的基础作用,最后结尾

With the development of society, kinds of problems ensue, which will greatly influence our lives and cannot be easily ignored. Thus, it may be a perpetual issue for every government to decide whether to handle the impending problems or the anticipated ones. And I agree with the author.

Admittedly, some problems of the future do exist, such as “Star war”, democratization and climate crises. However, solving them has an innate defect--- they cannot be exactly predicted. Take the seaquake happened in January for instance, Indonesia government obviously didn’t expect that disaster at that time. So, it will be ineffective and useless for governments to put more efforts on coping with the future problems.

Nevertheless, lots of visible and emergent problems are waiting for both developed and developing countries. For the U.S., the most developed country in the world, the N.O.1 task for the government now is counter terrorism war. After suffering the nightmare of “9.11”, U.S. government has come to realize that if this immediate problem doesn’t share more attention than others such as “Star War”, there will be a second, a third, even more “9.11”s and then no American value, no American democracy and even no future at all. Spaceship won’t save America from terrorism but counter terrorism war will.

Meanwhile, on the other side of the earth, Chinese government has seriously taken the layoff problem into account and is trying its best to solve it. Twenty years of Reform brought about rapid development as well as social problems, among which the layoff one is the top. As the economic structure transformed, many traditional industry bases had to undergo painful process of change, especially typical in Northeast of China. Consequently, millions of middle aged people lost their jobs and poured into other cities looking for new job opportunities for living, which actually added pressure to the fragile nerve of employment. If not handled immediately and appropriately, such problem will surely be an unstable factor to society and may even threaten national security. While some argue that the fist thing in China should be democratization, they may fail to consider that democracy couldn’t feed millions of people but re-employment could.

Further, some existing problems are also, in fact if not well dealt with, future problems that may have lasting impact on descendants. Environment protection is a good example. Due to undue exploitation and overemphasize on development, environment situation is getting worse and worse nowadays: the area of rainforests in South America decrease dramatically, rare species disappear day by day and global warming seems getting nearer and nearer. It is a common trouble disturbing every government. And it would be much short-sighted and selfish that what left to our future generations will be only a bare earth with nothing but debris if governments take no immediate strict actions to prevent environment from deterioration. In brief, since the red alert of environment has been lightening now, don’t leave it behind!

To sum up, although I would not deny that problems of the future should be focused on because solving them can ensure the opportunity to survive and enhance the chances to win in the future, I still hold that settling problems of today is basic and imperative, even cornerstone for better future. So government should pay more attention to solving the problems of today rather than the future ones.
