There is no such law which explicitly includes the item about the punishment to the people refusing to giving seats to the old, and it is not wise to make such law for various reasons. I agree with the assertion that many problems of modern society cannot be solved by laws but disagree that this phenomenon is only due to the restrain of moral behavior. I will list my reasons below.

Laws should well present integrity and justice. A law is mostly made by the ruling class in one era, aiming at the establishment of the basic principles of life and the maintenance of the order of the society. Thus, in ancient times when the people were divided into classes quite distinct one another, the law best presents the interest of the ruling one. Finally, the lack of fundamental justice and bad conditions stimulated the lower class to rebel and seize the power. Therefore, lacking justice and integrity makes no stability of one society. As the process of democracy, in the world where most countries have established the relatively democratic system of evaluation and legislation, the laws can better present the interest of the mass. A famous professor in the department of law says: "The only law to exist is decides by the majority.” Thanks to the congress and modern convention concerning the majority, the laws today has run well and covered most details of our lives.

However, widely coverage not necessarily indicates it covers every detail. For one thing, some moral behaviors cannot be legislated. It is not wise and every takes much time to legislate the moral behaviors especially when the culture and moral standard is different in different regions. Also, while the some moral factors are only related to small incidents which require extremely slight punishment, people will consider it a waste of time to punish such behaviors. Thus, the ego-centered thought and other social problems reflected from these facts will never be solved by law. For another, the appearances of new problems are seldom written into laws as the rhythm of the development of the modern sci-tech becomes fast. Legislation is a process which needs time and we can see that there are one or several modifications about the law system in a period of time, sometimes quite long. The regulation for this newly occurrences will be problematic or even lacking. For instance, when the network has just appeared and developed, the crimes related to the network will not be punished as no such law indicates this. Also the chaos of morality and ethics make it hard to keep the normal order in the net. Hence, there two factors make it impossible to cover all the aspects of life.

In addition, in the item legislated, query about how just it presents came out. The world is more controversial than evil. While we cannot guarantee every item of law will present the mass, the dealing about controversial will probably lack justice. An apt illustration is about the legislation process about self-defense in China. There appears a false definition and punishment during self-defense, and this has resulted in many problems related to this. Injustice towards controversy will bring up the chaos also, detrimental to solution to many problems.

I insist that many problems of modern society cannot be solved by laws for the reasons above. We have a long way to go to make a better life by establishing and modifying the law system, while we have to seek other ways to better regulate morality and ethics.
