The most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives. Any leader who is quickly and easily influenced by shifts in popular opinion will accomplish little.

Does all the success result of unique leader who always committed the particular principles and objectives? I feel it is too bias. In my view, the most important ability of a effective leader is to weight the will of mass, of course include himself and the interest of the communities. Both of them are important and should evaluate all the pros and cons.

The will of mass is the determinant factor to drive the judgments of the leaders who are behalf of the rights of the people that give them the power and respect. The leader come from the mass and he/she should make the best use of the powers and rights for the people. Take the city governments for example, the mayor and all the officers in the government building take the responsibility to develop the city, manipulate the system of education, economic market , health services, and the security departments in order to provide a peace, happy, healthy life for all the citizen within the area. Also it should notice and cope with the conflictions among people who possess various religious and culture. In a word, what the citizen require is the job of the government elected by the people.  

According to above-mentioned the leader should consider the needs of the popular, however, it is the job for leaders who have to process a careful analysis and then make the final decision. It is common in the board in a company, the managers in separate department told all the problem they encountered such as the lower competition of goods, the complains from the employee, the accidents occurred in the process of production and so forth. The board put it in a meeting, and finally present the solutions or the impletion of plans. Probably, the decisions of the board may be rigorous or difficult for the employees to accept since it is not the interests of the mass. But the benefit will belong to the company as a whole. Put it shortly, the wise leaders should perceive the interest of the entire community as much as possible.

It is a compelling work to evaluate the two sides interests: the popular and the community even that sometimes they are in the opposite regions. The most brilliant leaders should weight both of them, try to find a balance solution. Take the whole nation for instance, we face the problem of development and environment pollution. The former requires lots of natural resources and may serves to a irreverse change to the surrounding due to the waste disputing and the toxic gas releasing. The leader of the nation should carry a plan of sustainable development what should not only proceed to the prospect at present but also leave a clean world to the next generation. That is proper way for the effect leader to balance the both.

In sum, the ability of the leader should consider both sides of the interests, notice the restrains of the condition, utilize his/her intellect to lead the popular to a better live.
