题目:
The following appeared in a letter to the editor of a Batavia newspaper.
"The department of agriculture in Batavia reports that the number of dairy farms throughout the country is now 25 percent greater than it was 10 years ago. During this same time period, however, the price of milk at the local Excello Food Market has increased from $1.50 to over $3.00 per gallon. To prevent farmers from continuing to receive excessive profits on an apparently increased supply of milk, the Batavia government should begin to regulate retail milk prices. Such regulation is necessary to ensure both lower prices and an adequate supply of milk for consumers."

The author of this argument recommends that the Batabia government should begin to regulate retail mill prices. To support his recommendation, the author cites the facts that the number of dairy farms increased during the past 10 years and the price of milk at a local market doubled as evidence showing that the farmers are receive excessive profits. This recommendation, seems to be reasonable at first glance, however, suffers from several flaws.

Firstly, the author wrongly assumes that the milk price at the local Excello Food Market can represents the trend of high price in nationwide. It is very likely that this local market locates at the region of the country where the overall living conditions are higher than that of other areas. Thus, in response to the higher ability to consume, the milk price is high while in other areas the price is much lower due to lower income of every family. Without offering us the information concerning the milk price in other areas throughout the country, it is unfair for the author to conclude that the milk price is at a nationwide high.

Secondly, there is no convincing evidence shown by the author that the farmers are receiving excessive profits on an apparently increased supply of milk. In the first place, the author commits a fallacy of "unwarranted assumption" that the supply of milk will increase due to the sole fact that the number of dairy farms throughout the country is now 20 percent greater than it was 10 years ago. It is entirely possible that these newly opened dairy are concentrating the focus on products made from milk, cheese or butter for example, but rather fresh milk. Even assuming that the supply of milk will increase in the near future, there's no guarantee that the farm will gain a lot of profits. It is likely that the cost due to transportation is somewhat high thus the net revenue of the farmers is not as high as the author expected, let alone receiving excessive profits. Lacking of additional information to show that the supply of milk will do increase and the increment will lead to high profits to the farmers, the author's assumption is groundless.

Finally, there's no guarantee that such regulation as the author suggested will certainly achieve to goal to ensure both lower prices and an adequate supply of the milk. The two goals may be conflicting with each other. On the one hand, assuming that there will be adequate supply, it is much likely that the demand of milk is much more excessive. Thus the prices would be hard to be lowered, while possibly heightened. On the other hand, if the price is much lowered than now, the farmers will gain little thus may quit the milk market leading to fewer supply of milk. Without considering about such circumstances, the recommendation is unconvincing to achieve both the goal of lower price and adequate supply of milk.

In conclusion, the author fails to convince us that his recommendation is reasonable. To strengthen the argument, the author would have to provide information showing that the milk price is high throughout the country and the farmers are gaining excessive profits due to the high price. To better evaluate the argument, the author should consider other aspects relating to the efficiency of the regulation.
