提纲:
formal education are primary means for a culture to indoctrinate people's values, minds and attitudes.However, the speaker overlooks the effect of some other ways such as mass media, legislation system and family.

1.formal education systems--schools are influenced by governments, what kinds of curriculum must be and can not be taught are, to some extent, dominated by government. e.g. Chinese and Japanese history book on 1940's China-Japan War.
some religious country like Isreal

2.Though formal education plays an significant role in perpetuating the ideas it favors and qaushing it fears, there are some other chanels doing the same job.
(1)Mass media spread prevailing ideas, cultures that are proved by authorities.
(2)Legislation enact bills, regulations to regulate our behaviors, telling us what should be done and what should not.
(3)Family is the longest and deepest group we contact with.Parents are the first and the most involved teacher in our lives. They gradually perpetuate their own values, ideas into our minds and value system through our daily life.

观点：Formal education can be one way through which culture perpetuates its
favorite ideas and discredits the unfavorite. However it is the culture itself and the way it exists that functions as a filter of ideas, rather than formal education.
OUTLINE
1.        Culture emerged far before education did. It formed and developed in people’s daily life.
2.        Culture decides the characters and functions of education, including formal education.
3.        Only under certain culture, within certain age is formal education an effective way to perpetuate the ideas it favors and discredit the ideas it fears.
4.        Modern formal education encourage critical thinking and initial problem solving. People don’t always conform with customs and their own culture.
5.        Culture itself and the way it exists – in people’s daily life, underneath moral, ethnics and laws , filling mass media – can function as a filter of ideas and sayings.
