Issue160 The most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives. Any leader who is quickly and easily influenced by shifts in popular opinion will accomplish little.

What characters and abilities an effective leader should bear is an issue that never ceases debating. Must they remain consistently committed particular principles and objectives, and never be easily influenced by shifts in popular opinion? I agree with the speaker that successful leaders must be constant in their principles; yet they should not neglect the popular opinion as well.

To begin with, a leader who always sways between different principles can be hardly successful and efficient. Leaders are the persons to lead the public to progress and achievement. They are on the top of powers, have great influence on the approach of a society, and bear the responsibility for the future and next generations. This requires leaders to own insightful objectives about the further development, strong beliefs about the orientation of the country, and constant principles about their behaviors and policies. A leader without these abilities can neither win the support of the public nor can they fulfill their objectives. A recent case in point is the presidential election of the United States in 2004. A poll after the election reveals that the moral stand and consistency in their behavior is on top of the factors that influenced voters'(/ electorate’s )choices. Senator John Kerry, although is believed by many people to be even more talented and experienced in many aspects than George W. Bush, who is the final winner, yet is flawed by his inconsistency in principles during the last 20 years career as a senator. This case reveals that in a democratic country, failure in bearing constant principles might lead to failing to win the popularity, which will in turn result in failing to gain the power, let alone to be effective and realize the objective one holds.

On the other hand, however, popular opinions should also be taken into account. Without constant principles one will lose public support, so is without the concern of public preference. Take the election for example again. Although the success of President Bush is partly attributed to his firmness on principles, yet he is not a moral idealist who never listens to the popular opinions either. President Bush actually represents many people's stand on a variety of moral and political issues, such as gay marriage, Iraq war policy, etc. It would be naive to hold that a leader can neglect the public's fondness and only care about his or her own principles. After all, the democratic system has predetermined that it is of vital significance for one to take care of public opinion and thus win their votes, since the power of the majority finally decides the one's political life.

The best way for a leader to be success, I believe, is to combine his or her own principles with the popular views. One needs both to win the public support. When a conflict between two parties occurs, one should rethink the deeper reason why the two parties could conflict, and find a practical way to deal with the dilemma. If the principle is right, and will be eventually beneficial to the whole society, one should try the best to explain to the public why such a principle is the sound choice and gain their support, in a way which two sides can be conciliated at last. After all (知道重了，谁能再贡献一种说法？ ), a good principle is the one consistent with the public interest in the long run; when the public can understand the significance of this principle, they have no reason to resist it--and no reason to oppose the leader who advocates this principle.
