2The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.

"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."

The arguer’s recommendation to raise property sounds good for the reason that there is already an successful case existing to study. From another area’s experience, restrictions on landscaping and housepainting should be set up. However, the argument can not bear much consideration for there are several fallacies in it.

First of all, the argument is based on a false analogy. The arguer simply assumes that Brookville and Deerhaven Acres are the similar community except that Deerhaven Acres does not focus on their yards and appearance of houses. As we know property values are determined greatly by convenience of public services ,other living facilities, quality of building materials , interior design of houses, and so on. It is true that appearance of the whole community is also very important, which shows the homeowners’ conformity that may indicate harmony. Whereas, though the two communities’ locations are adjacent, the arguer does not provide any information that the Deerhaven Acres’ other conditions are same as Brookville . Even if the property values have tripled in Brookville, there is no guarantee that Deerhaven Acres can make such effect also.

Second, in fact, there is no causal relationship between restrictions and boost of property values. The argument mentions that just after the restrictions on landscaping and house painting were adopted, the property values tripled. It is possible that the buildings’ materials in Brookville use new technologies for better home insulation and passive solar heating which are available to reduce the energy needed for home heating. Meanwhile, weather forecast says that winter will be colder and longer in the future, and government is consistently increasing the fee for electric power. Thus it is none of the business with the restrictions in Brookville. Incomplete observation and analysis based on the time sequence may lead to false conclusion.

Finally, the restrictions were implemented seven years ago in Brookville , while the committee of homeowners in Deerhaven Acres want to imitate currently. the estate market significantly changes, so does the preference of individuals. The economic status of people may impact the decision to buy a house or not. It is possible that people who were wealthy enough moved to a beautiful house with a wonderful yard seven years ago and currently give up purchasing a new house due to lack of money. At the same time, it is also possible that a great amount of houses like those in Brookville increase much during the seven years and nowadays they are not popular.

In sum, the decision of adopting the restrictions will be not effective to raise property values in Deerhaven Acres. To strengthen the argument, the committee would have to provide more evidence concerning the similarities between two communities, the root cause of high property value and various factors which are not stable as time passes by. Otherwise, the whole homeowners will waste the money and time to landscape their yards and paint their houses.
