However, when we make efficiency evaluations of public officials, we should not only focus on the moral character of leaders but also their wisdom, competence, prowess, resolution and so on. It is inappropriate to look to public officials for moral leadership, since universal standard of principles is too simply not feasible to render them completely effective at their job.

Undoubtedly, an official without high ethnical and moral standards is doomed to fail to lead the public effectively, in the worse case, to spread disaster on the public. The moral feelings of the populace are the direct indicators of whether the actions of the public leader’s are justified. That most people begin to accept certain leader’s actions and organizations as collide with their moral codes indicates an emerging crisis in the society. While ideology and practice from public official come into sharp contradiction with the morality of the people, the leader is certain to lose his or her efficiency and in the end is doomed to failure.

Furthermore, a leader has not even beard cardinal virtues, and who must be a disastrous to a nation or the world. Adolf Hitler is a striking example to illustrate it. He is the founder of the German Nazi Party. When he came into power, communities, progressives and Jews were persecuted by the Nazis. The whole nation was in the night of Nazi rule. The Second World War picked by him brought tremendous harm to the people all over the world. Thus, high ethical and moral principles cannot be a dispensable character for being an effective leader.   

On the other hand, personal moralities are less related to effective leadership, compared to public moralities and strong leadership. If require public officials should keep the highest ethical and moral standards at all times, they could be called effective. A cursory review of the private lives of past Presidents reveals substantial evidence that Franklin Roosevelt, Dwight Eisenhower, Lyndon Johnson and John Kennedy had extramarital affairs. And the leading role in spin gate affairs, Bill Clinton. In this view, these leaders mentioned above could not be regarded as effective in that they have ever broken private moralities. Nevertheless, the historical facts tell us those leaders maintained extraordinarily high approval ratings for the jobs they were doing as President, because they boosted the economic of the USA and improved people’s standard of living. The crucial point is that their unmoral conducts belong to the sphere of privacy, and which reduce their contribution to the public and did not impede the development of society. Hence, people need to concern public moralities more than personal moralities of public officials while evaluating their efficiency.  

In conclusion, whether a leader considered being effective, he or she cannot be judged merely by maintaining the highest ethical moral standards. We should make unprejudiced evaluation less influenced by his or her private cases. Besides public morality, wisdom, competence, enlightenment, tolerance, prowess, resolution and so forth also should be taken into account to judge the one whether to be effective.
