position: morality, though important, is not the only citerion to the a public leader

1 the public leaders are different from those morality leaders. The most important requirement for a public leader is whether he/she will bring the prosperity and development to his/her team
a) the political leader: Franklin Rooservolt; John kennedey,ect
b) the business world

2 some conditions in confilict with his policy and goals require the public leaders to make decisions that are outside the bounds of morality.
eg. leaders lure elites with high salaries and positions from other companies on behalf of his own enterprise

3 Admittedly, the ignorant of morality will lead to deviation of the value system
eg. Watergate episode has brought negative effect to the whole nation in a long time

TS1:道德通过1.帮助office里面建立value,culture从而推动工作效力来实现official的效力 2.通过帮助official满足人民morality需要来实现official效力---周恩来

TS2:转折,只要工作做好了,就是有效力:1.其他的品质可以帮助他把工作做好 2.在政治领域,有时候必须为实现效力而放弃morality---美国反恐计划

TS3:当政府或office不为人民利益工作,甚至counter的话,official可以是有效力但是counter了社会人民的moraility.---Hitler

想问一下这里maintain的意思：是keep up 呢还是support（个人感觉这两个是比较合理的）？也就是说这里的the highest ethical and moral standards 究竟是对自身的要求呢，还是对别人的要求还是两者都有呢？
