  The speaker asserts that a public official must maintain the highest ethical and moral standards in order to be an effective leader. As far as I am concerned, I agree with the speaker insofar that following high ethical and moral standards is a prerequisite for being an effective leader. However, merely being an ethical and moral example to the public is far from enough to make a leader effective, many other significantly contributing factors should be taken into account. Further, we should not deny political leaders' attainments despite their immorality and the right strategy is to evaluate them respectively.
  To begin with, it is true that if one wants to be effective leader or even a leader, he or she must maintain high ethical and moral standards. The political leader’s unswerving allegiance to acknowledged beliefs and values is very foundation of establishing people’s sense of identification. Only when political leaders keep principles of ethnics and morality can they establish a mutually trusting relationship with people in that the public tend to believe that only those who follow highest ethical and moral standards can honestly pursue the public's interests not their own ones. On the contrary, if some leaders cease to be ethical and moral, perhaps his or her political life is about to terminate. For supporting examples, one needs to look no further than Watergate scandal. Nixon, the former American president, who abused his power to spy the meeting of Democratic Party, which destroy the public’s trust in himself and his government work, ultimately resigned from presidency. His resignation is the best exemplification to the point that adhering to ethics and moral is precondition to be a leader.
  Nonetheless, morality is neither a sufficient condition for a leader to be effective nor takes precedence over other important factors. Other traits an effective leader should possess prove to be equally important. First, an eminent leader must have an insightful understanding of development of one country, district, or city so that he or she can be an effective-decisions maker. Second, proficient communication skills are also necessary for a leader to effectively address to the public or in other most cases. Last but not the least, a successful leader is characterized to establish and maintain rewarding relationships with underlings in order to inspire and motivate them to dedicate to what they are trying to accomplish.
  In addition, since whether a political leader is effective or not lies in more factors than merely abiding by principles of ethics and morality, we should show our mercy to their immorality. Also as no one is perfect, we should not make excessive demands of our leaders to be a perfect morality. It is beneficial for the public to criticize political leader’s immoral behaviors while acknowledging what they achieved in their tenure. Consider, for example, A Bill Clinton developed an improper relationship with Monica Lewinsky and thereafter concealed the truth in the investigation, which was condemned by people in the US. Nonetheless, his achievements in maintaining dramatically high rate of increase in American economy and low rate of unemployment and crime has never been erased by his notorious sexual scandal, which is also the main reason to ensure left him the rest presidency. So when weighing or evaluating a political leader, we should merely focus our attention on the facet of their immorality, while overlooking their other preeminent contribution to the country.
  In sum, when acknowledge that being moral leader is an indispensable prerequisite, we should also take into account other equally important factors contributing a effective leader. Moreover, only when the comprehensive evaluation of leader is made, can it be an objective one which benefits the political leaders as well as the public.
