There is no need to judge whether the university is the first tier or second tier. Frankly speaking, if any of you can get the offer of either of PSU or UC davis, it is not that simple as you guys think.
For a prospect PHD students, I would indicate very seriously, it is impossible to be admistted without a good attitude towards research and study.
In conclusion, I found many here are wasting time to discuss the university. There is no need to say which one is top tier or second tier, please ask yourself how strong you are.

Take the exmple of PSU, faculty members are mostly graduates of Northwester, Warton, and the PSU PHD graduates also get the offers in the top universities in the Maryland, IUB, Michigan

IT IS IMPOSSIBLE FOR PEOPLE WITHOUT GOOD PERFORMANCEN AND STRICT ATTITUDE TOWARDS RESEARCH TO BE ADMITTED BY ANY OF THE UNIVERSITY, NO MATTER ITS RANKING.

IF YOU DO NOT BELIEVE, YOU CAN CHECK THE PROFILES OF THOSE ADMITTED STUDENTS TO SEE HOW STRONG THEY ARE AND HOW YOU WEAK YOU ARE

如果是PHD，那么psu是很不错了，能进去就是很强的人了
但是我想lz可能在说mba吧，我是按照mba的标准来说它家是tier-3的
