Government's restrictions, however, are made by those people in power and thus, are easily be controlled by politics. Nowadays, without government funding, scientist would find it hard to carry out large-scale projects. If a scientist wants his research be allowed or funded, he might use a lot of time in persuading congressmen and other politicians which would greatly reduce the time to spend in scientific research. To split science and politic is very important for the research and development of science and few restrictions are a crucial point.

It is true that the restriction may take the effort in helping the scientific research and development, but to much few or even no restrictions would probably result in disasters. E.g. research of firearms, research may take pollution

It is very helpful for the government to draw a line between science research and ethics. Take stem cell research for example. Many people can not accept it if it is used to produce child which is exactly the same as the original person. Such scenes always show in scientific fictions: one day you might find another "you" is trying to stealing your social positions and family which would be a nightmare for most people.
