It should be pointed out that the effects of new technology are not always positive. With its increasingly widespread impacts, technology does exert great influences on social customs and ethics. However, such influences should not been exaggerated as a dominant one.

Admittedly, our lives have been profoundly changed by the development of science and technology. All aspects of our material lives-in terms of agriculture production, industry evolution, learning patterns and ways of living have enjoyed the advancement and prosperity which are credited to the introduction of mechanization, automation, and various technologies. Take the education realm for example, the use of computers in education can enhance a student's learning experience greatly. To be the controller of the learning process, the user(student) can adjust the learning speed to accommodate in his/her individual differences in learning ability and ask for the repetitions without fears of judgmental responses about his/her capability. The introduction of computers, creating a stress-free environment, improves the learning efficiency greatly.

Not only do science and technology influence our material lives, they have also generate impacts which can not been ignored. It is universally acknowledged that the new way of communication brought about by electronic technology have transformed the way we associated with others in our daily lives. With the newest tele-communication tools-in terms of mobile phone, fax, emails which have replace the traditional communication pattern (letter), people in modern society can connect with each other at million times faster speed than ever before and at any time, anywhere as they like. Such significant convenience attributed to the rapid development of technology fundamentally changed our social custom.

Nevertheless, companied with the advance progress of technology, the human ethics have also confronted some challenges that never meet before. The phrase of technology dualism sometimes used to refer to the fact that technological changes can bring both positive and negative impacts. As for the biological science, although lots of breakthroughs in this field can contribute to the further development of medical science and ameliorate the healthy condition of human being, the controversial issues such as cloning, test tube baby are also greatly challenged human traditional ethics. These negative impacts are comparable to the benefits brought by the biological technologies.

Despite these inevitable influences of technology on our society, it can not allow to dominate our social ethics and customs. It is our responsibility to avoid the unreasonable use and development of technology to infringe our ethics and custom. Establishing relevant legal rules and proclaiming official regulations, our government is the primary role to oppress the excessive development of technology and orient the trend of its use which will benefit the welfare of human beings

In sum, although scientific discoveries and technological advances have produced tremendous improvements in the quality of human life they have often had negative consequences as well. In order to keep the technology in human control and avoid its consequent harmful impacts on social ethics and custom, there is clearly need for improved procedures for anticipating and preventing the negative consequences of new technologies.
