Before accepting the recommendation that Professor Thomas should receive a $10000 raise of her annual salary and a promotion to Department Chairperson, this report needs to be reexamined, for it is doubtful whether Professor Thomas will leave Elm City University or not, and whether Professor Thomas has incontestable ability as a Department Chairperson.
To begin with, the arguer fails to provide any evidence that Professor Thomas will leave or have any will to leave Elm City University for another college, on which and the raise of annual salary and the promotion to Chairperson both base. So if she doesn't have the will of leaving, it is unnecessary to give all these salary raise and promotion.

Granted that other colleges give better material condition to Professor Thomas, but the research condition of this college couldn't satisfy her research will, she may not leave for the college either.
To sum up, a good professor may be not a good chairperson, and a excellent researcher may not be a extraordinary leader. Moreover, a professor who is truehearted for his research would not determine to stay or leave just because of material condition. If the faculty considers that Professor Thomas should be given more recognition, perhaps more attention should be paid on her research condition.
