1、将焦点放在解决眼前问题上确实十分必要，只有解决了眼前的问题才可安居乐业和更好的发展。
2、解决了眼前的问题也更有助于将来社会的发展。
3、但不能忽略那些潜在的问题。潜在的问题不仅可能会变成将来的眼前问题，解决了潜在的问题，可能也就更是促进今后更好的发展。并且有些潜在问题现在处理起来可能相对容易，但若是以后处理可能要付出更大的代价。

[正文]:
What should the governments focus more on, the immediate problem of today or the anticipated problems of the future? The world we live in, with the development of science and technology, has become more and more complex and diverse. Our human existence also becomes more complicated. What we encounter are not only the given problems which are of great urgency, but also the problems which possibly take place in the future. Thus, it is important and necessary for us to keep a balance between the present and the future problem, so that we could achieve great efficiency in public affairs and seize the opportunity to make coming life better and easier.

To begin with, the urgent problems of today should be solved as soon as possible, because it could make our society get better development and people live and work in peace and contentment. For instance of environment issue, only have we keep our environment as well as its own nature can we make our life more comfortable and give a chance to tomorrow's development. If not so, it may bring some harmful effects, even disasters. Nowadays, the world is always filled with problems and dilemmas, some of which are quite urgent and difficult to deal with, although our capability to tackle them has been greatly enhanced. For example, SARS in China, when SARS begun to spread in some areas of China, no one could diagnose which kind of disease it is with the subsistent medicinal knowledge, so without the powerful control of government, it spread very fast and made many people get involved. All the people around the country were in the strained mood, they turned pale at the only mention of SARS and had no interested in work, which lead to a large number of loss of GNP.

Secondly, another outcome if handled the present problems lies in the possibility that it helps solve problems, which may result in negative consequences in the future. Let's still take the example of SARS in China, the experiences of coping with SARS, which a huge scope of infectious disease never happened from the moment new China established on, are highly helpful for us to face the same circumstance in the future. Therefore, to solve the immediate problems of today also could make the solving of future problems easier.

However, at the same time, we shouldn't neglect the anticipated problems of the future. There is an old Chinese saying 'A man without distant care must have near sorrow', which means if people could think of the anticipated problems in the future, he also could realize the today's immediate problems more fairly. For some anticipated problems at present could turn to be the immediate problems of the future, so solving the anticipated problems means solving the future problem to some extent, which may result in a better development in the future. For example, the education system, if we just set our heart at rest on education system and disregard the future inevitable challenges, our students may just serve contemporary world competition rather than fit for future requirement.

Moreover, some of today's anticipated problems seem to be like a chip in porridge, but it is comparatively easy to deal with. If handled improperly, it could save a great many energies and resources; If not so, it could make us pay more cost. Long before, the environment issue has touched off worldwide concern and detrimental effects on people's lives. Although people didn't turn a blind eye to this phenomenon, what we have done are a good many words rather than a good many actions. Consequently, the environment we live in is still getting increasingly worse. So, if we could examine every all the tiny present environment problems, in return the environment in the future may become remarkably easier than before.

Therefore, it is not incorrect that we dedicate ourselves to settle present problems. For people's lives should be improved to meet the growing needs of the people. Meanwhile people should also think of the problems that might define our future and exert ourselves to overcome them in order to make the future world with a better development.
