Argument 205
The following appeared in a recommendation from the president of Amburg's Chamber of Commerce.
"Last October the city of Belleville installed high intensity lighting in its central business district, and vandalism there declined almost immediately. The city of Amburg has recently begun police patrols on bicycles in its business district but the rate of vandalism there remains constant. Since high intensity lighting is apparently the most effective way to combat crime, we should install such lighting throughout Amburg. By reducing crime in this way, we can revitalize the declining neighborhoods in our city."


To begin with, the comparision between the city of Belleville and the city of Amburg in the argument is incomplete and unconvincing.
In addition, it is too hasty for the author to conclude that the police patrols on bicycles in the business districts of Amburg have not exerted any positive influence on lowering the vandalism rate and other types of crimes.
Last but no least, the arguer fails to consider other fators before make the recommendation that high intensity lighting should be installed through the city.

Partly agree
On the one hand ,I agree with the speaker’s general assertion that that laws should not be stationary and fixed. On the other hand , some measure of consistency and stability in the laws is critical for any society
1 it is important to keep the laws with the pace of times in steadiness , Under various circumstances, times, and places ,it requres the changes of the law.
2 on the other hand Laws should be rigid and fixed in certain period of time to make sure that everything can follow according to the law,otherwise,it equates no law.
In conclusion,laws should be comparatively fixed and carried out rigidly,with some slight change or modification when necessary.
