Frankly, we all do not like to see the history replay today, when the rulers prohibited any ideas contrary to the religion – like Copernicus’ Heliocentric Theory. At the same time, we have seen the catastrophes brought by science, and are facing the terrors hided behind the science advances. It seems that some restrictions should be implemented by the government to protect the humanity.

Free will is the impetus of the science. It is the unconfined imagination and queries that induce the exploration and experiment. Thanks to the tolerance of various ideas and practice, we can now, understand the nature of the life, have a board views over the universe and live a convenience life. Consider the closed-door policy in Qing Dynasty in China, a once splendid nation lagged behind other western countries and fell down into a colony. Contrarily, the neighboring country of Japan encourage learning scientific and technological development from western was rewarded with a boom of the society. Thinking itself is the instinct and freedom of human, durance on it is a deprivation of personal right.
     
Nevertheless, confronting the fact that science has pushed our world at a risky edge, imposing certain restraints on the related research and development seems necessary and important. The two atom bombs explored in Japan stroke millions people pondering over the threat of nuclear technology which was primitively expected to be a supplement of energy; the biochemical weapons has been a nightmare for all the people, which was a production of rapid biological progress; the cloning technique was firstly studied based on the purpose to improve feasibility of transplantation and prolong people’s life, but now become a ethic panic. How to prevent the detriments in the future is depended on the action of government. We do not need to know every thing; neither to take every idea into practice when it has to do with the well-being of human, which should take the priority over curiosity and exhilaration.

Besides, while there are still substantial problems in the society have not been solved yet, the government has the responsibility to ensure the limited resources allocated to these fundamental need other than the luxury researches driven by the inflated ego or the intense arrogance, like the Star War. Otherwise, a large mount of fund would be wasted and make no actual profit for the society or enhancement of knowledge. Though there is still a long way to set up a completely objective principle to evaluate the study before it is conducted and rule out the unnecessary ones, the benefit of this endeavor is evident.

Simply put, the restriction on scientific research and development is more like a social and ethical issue because it emphasizes the humanity. The ideal world is with no worry about the damage by the science, when we all have the sense of responsibility for the human beings, and has built a self-awareness to preserve the world. This may be actualized in a long time. What we can do now is to make effort to lead the science develop in a positive direction through the legislation and financial distribution.
