提纲：
1.       科学研究发展促进了社会进步，所以政府应该鼓励。爱迪生的灯泡。
2.       自由的研究氛围更能促进科学和社会的发展，莱特兄弟的飞机。
3.       如果毫无节制，会引发一些问题。核反应堆用来发电就是好的应用，但如果用来制造核武器就可能给世界带来灾难。SARS病毒，克隆。
结论：全面综合的考虑，适当的限制会引导科学更加良好的发展，服务于人类。

The speaker states that scientific research and development should be restricted slightly by government. I tend to agree with the speaker’s statement, because freedom circumstance is of great benefit to scientific research and social development. Nonetheless, the science technique is double blades sword. Without any restriction, science will do harm to human beings.

Government should encourage scientific research and development because of its positive action on social development. For instance, American inventor Thomas Edison tries hundreds of schemes. At last, he finds a filament made of carbon and successfully invents the first practical light bulb, and change the way people live. Thomas Edison donates himself to the progress of social. If government puts Thomas Edison’s experiment on one side and offers no fund to him, most of us have to go to bed soon after sunset, or use candles and oil or gas lamps for light.

A research atmosphere of freedom is able to boost the development of science and flourish of society. Redundant restriction cannot arouse the enthusiasm of scientists. Scientists deeply know what they should do, when experiment begins and how schemes progress. If government intervene a lot, scientists will show no interests in research. Interests are the best teacher. For example, only because of strong interest in aviation, Orville and Wilbur Wright, two American brothers, persevere in the flying trial, and finally made the first airplane long ago, and came true people’s dream of flying like the birds. If government require a lot for them, it is impossible for them to be interested in flying and make so great contribution to society.

If government place no restriction on scientific research and development，some evil scientists will do something disserve human beings. As is known to us, if nuclear reactor is used to supply electricity, it will meet energy needs of human beings. Once evil scientists take use of nuclear power to make nuclear weapon, it will threaten humans’ safety and destroy world peace. Everyone will not forget SARS virus broke out in March, 2003, which causes 800 deaths. It is entirely possible that some unmoral scientists want to develop certain virus to imperil humans’ health. In these cases, government is responsible to protect anthropic health and build stable society.

Overall, after all things considered, government should properly confine scientific research and development, and impel science to develop towards a good future, and serve people.
