"Government should place few, if any, restrictions on scientific research and development"
否定,应该进行必要的管理。
1.承认不懂科学的政府官员的干预会阻碍科学的发展。
2.但是政府如果起到比较好的协调作用,则有利于促进资源的高效利用,从而有利于发展。
3.对一些涉及到伦理,道德方面的研究,政府的管理是必要的。
The speaker's assertion that government should not put any restriction on scientific reaserch and development sounds plausible, since it can allow reseachers to attain their max performence. However, in my point of view, though government's restriction would harm the freedom of scientific research activities, certain management is necessary and if proper used, can even facilitate the scientific development.
We all have to concede that government lacks the basic ability to evaluate scientific research and such restriction would hinder the development of research. After all, scientific research is a special field and needs huge accumulation of knowledge, even scientists from one field do not acknowledge other fields well, despite to say those bureaucratic officials. Under this circumstance, how can those busy officials judges which project or direction is well worth paying attention or which has no meaning at all. Even if these officials are capable enough to learn some basic knowledge in fields they are responsible for, since scientific research is a process of exploring the unknown world, it is hard for them to predict which project will or will not achieve a good result. Additionally, if the scientist' research activities are often constrained by government, their moral spirit must be decreased. For short, it is hard for government to play an excellent roll in restricting scientific research.
However, if the government's constraint is aimed to coordinate and adjust different scientific research resources, it will optimize the allocation of resources, thus promote the research activities' development. Though it is hard for governor’s to judge the value of research activities, as officials, they are more capable of having a general view of the national or even international research hot spots and marginal fields. Besides, through thousands of years’ social development, governments are trained to adept at balancing resources and benefits among involving parts, especially in business and social affairs. Given these characters, government has the excluding ability at general disposition and balance of academic resources. Actually, in China, the Department of Technology is largely playing the role of coordinator, and due to its active management, China's scientific research has been seen a huge development in the past several years.
Additionally, sometimes, it is a necessary for government to regulate some research activates, for these project may lead to huge negative influence to mankind. Besides bringing human kind with endless happiness and feeding human' insatiable curiosity, scientific research also brings us pains and hurts. Perhaps the most notorious invention of this kind would be the atom bomb, which is capable and has already killed tens and thousands citizens in almost a flash. It should be the government’s conscious and responsibility to limit its scientists from doing these researches. Moreover, many research in controversial fields, such as cloning of animals, developing new addictive drugs, should all be under strict supervise of government.
Generally speaking, though government's regulation on research activities may disappoint scientists and hinder research development, its proper restriction would be a necessary, especially in terms of controversial fields related to moral and ethic. What is more, proper coordination and adjustment would even bolster the scientific advances. So, I believe government should take some constraint on scientific research and development.
