陈述观点：基本同意论题，丑闻可以帮助人们反思一些原来没有注意到的，即使有人呼吁的问题，但是丑闻也可能由于引起人们的过渡愤怒而丧失理智的判断能力，看到事情的另外一面。有的时候甚至有可能引起严重的后果，因此，我们应该慎重地看待丑闻的作用。

反：公众会因过分愤怒而不进行理智地分析，使得善良的人招受不公平的对待。1994年克拉玛依在小学生演出时发生火灾，现场有人叫 不要拥挤，让领导先走 主要因为这句话，这个事件成为一大丑闻，参加这次演出的领导被撤职并被判刑，更重要的是他们被认为在危急时刻，只顾自己的生命，贪生怕死，逃离现场，而遭受道德上的谴责与心灵上的折磨。但是，并不是每个人在这种情况下都扔下孩子，自己逃生去了，在这些人中，有一个分管教育的女副市长，留下来维持秩序，救孩子出礼堂，她自己本人则因为来不及逃出去，虽然没有死亡，却被烧成重伤。但即便如此，因为事情影响很大，人们强烈要求惩治这些领导。于是在不区分每个人的表现的情况下，她也被送进了判刑，尽管她已经残疾，不得不在医院中度过自己的余生。更重要的是，人们并没有因为她留下来救助儿童而原谅她，愤怒当中，多年以来没有一个人提及她在灾难情况下的表现，反而有人通过各种途径表达对她的愤怒，使她的心灵深受折磨。结论：在这个丑闻当中，过分的愤怒，使得人们不愿意去了解事情的真相，而使善良的人遭受不公正的对待。
反：尼克松的水门事件给美国造成的影响。如果福特不赦免尼克松而任由丑闻引起的争议继续下去，美国将会怎么样。丑闻是否转移了公众对当时同样是很重要的事情的注意力，比如从越南撤军，国内经济。还有对美国总统威望的影响，是不是会引发一场危机，使得宪法所确立的三权制衡原则遭受破坏。结论：丑闻会转移人的注意力，使得一些同样重要的事情得不到应有的重视。丑闻需要有力地处理，来减少它的危害。
一些丑闻不会带来任何的改良
结论：丑闻有利有弊，一方面   另一方面，我们需要在丑闻面前保持理智，才能使它不至于产生负作用。


Scandals, considering that they could bring great public attention on issues that no speaker and reformer ever could, can be useful in some cases. However, their effect, both positive and negative, could only analysis case-by-case. In my opinion, the functions of scandals need to be well controlled to avoid the negative destroying effect, although it could be useful in another way.
      It is true that scandals could make public and other related persons to see what they doesn't pay enough attention, and ponder what's wrong with the society and what we can do to improve it; may be these problems have been called for attentions by some speakers or reformers long ago, but little or no public attention paid on them. Just like the scandal of a South Korea famous scientist Dr Hwang, who claimed that he had achieved great progress in stem cell research and published his results in one of the world's leading scientific journal. This scandal makes the public of South Korea to ponder whether their country’s people have the wrong sense of being too eager for success and whether they are still suffering from the remnant of the high-speed growth that people emphasis too much on getting fast results. The scandal also make the editors of science, which publish Hwang's fabricated paper, to ponder they are too hastily to accept the paper of some well-established scientists’ papers without careful scrutiny. In a word, this scandal bring the attention of the public of south Korea and even  the world's attention to discuss the social problems of it, and promote South Korea to realize their problems thus may have a positive effect on the country by reform. It also leads to the academic society caution the misconduct of scientists and gave a good education to all the scientists.     
However, the scandals also may make people excessively outraged and lead to the other side of the fact being unknown. In this situation the reporters may for their own interest just report the facts that the furious people want to known but not the true facts. A fire emergence of 1994 in Kelamayi of China brought away more than 300 young children’s lives with all except one leaders of the local government and bureaus leaving safely, because as soon as the fire was found, someone said “lets the leaders go first” so the leaders left but the children had to stay until after their leave. Their way of dealing the situation severely raged people of China, and they were sent to prisons. However, the excessive rage blind people’s eyes that the female vice mayor of that city chose to left to help the children, and can’t escape from the fire. The blindness lead to the fire disabled mayor being sent to prisons too and moreover she had to face the unreasonable accusation from the emotional people who accept that all the involved leaders were guilt without knowing about the real facts. Therefore, we can see that scandals may initiate the unjust indignant so the real facts may be concealed from the public, and kind people may be suffer from improper treatment for the cancellation of truth.   
As considering a country, a scandal without control may distract excessive attention of the public which should pay for other affairs that also require people's attention too. Let we just see the Watergate scandal. If Nixon were been accused, much attention would be drawn and it would lead to the increased rage of people, the distrust and doubt to Presidents of America, and even the Constitute. In the same time, the affairs which need the country to deal with also need people's attention, like the problems of economy, withdraw the army from Vietnam and so on. In my opinion, Ford deserves the Kennedy Reward for Courage because he sacrificed his political prospect to prevent the scandal to continue to outrage the people and keep it from causing unimaginable situation. Scandals, in some way, do could harm a country.
    In summary, scandals, although they may make us to ponder the former unrecognized problems, we need to pay attention to keep calmly analyses before scandals and avoid its negative effect like unwilling to see the other side of the facts and distract the attention from other also important affairs.
