"Government should place few, if any, restrictions on scientific research and development"
【翻译】
政府应该少限制科学研究和发展。
提纲:不赞成
(1)    尽管政府的管治和约束有时阻碍了科学的发展, 限制了其自由
(2)    但是,适当限制有利于科学向有利于人类进步的方向发展
(3)    无限制的科学一方面促进社会的进步,但是更可能导致社会的混乱

Some people hold the viewpoint that scientific research and development should be given much freedom by the government, but I prefer to choose the perspective that in order to rapidly improve scientific and technological level and make them contribute drastically to the society, the government should regulate them and guide them in the right direction.

Admittedly, the compulsory involvement in scientific research by the government may confine the interests and creativity of scientists which would play an important role in scientific research. Without freedom, they may feel being speculated and nervous, which would make their concentration distracted from their engaged work to other things. Under the requirements of the government, they have to work to satisfy the government’s needs and complete the assigned tasks. It makes them have no time and energy to specialize in their interests. For example, the military development in China is intervened by the government so heavily that military scientist lost many opportunities to exchange ideas with outside scientists such as mathematics, engineering and technology which would bring tremendous insights and inspiration into the amelioration of existing weapons and the design of new weapons. Considering national security, they also cannot leak out any information about the discipline they are engaged in. Such self-restriction and restriction by the government greatly hinder the development of scientific research.

However, appropriate restriction or regulation would help science develop in the right direction that would be helpful and beneficial to the human being. Although scientists can carry on their scientific research well on themselves, if the government doesn’t provides projects and fund to sustain the proceeding of scientific research, how do a group of scientists do their research? To some extent, the reason why scientific research exists should be most attributed to the needs of certain class if we rule out the possibilities that some scientists can subside themselves to carry on the scientific research for their own interests and illegitimate people or organization hire scientists to do unlawful things which would be detrimental to the whole society. For example, clone is being regarded unethical to human being, but using proper regulation which is set up by the government to restrict the clone of human body tissue turns out to be legitimate because only through this approach, we can provide enough tissues that would be in need in hospitals. Without the government’s regulation, the cloned tissue which produced by the illegal organizations would be abused to satisfy some one’s selfish desire. This would provoke a fierce controversy about ethnic between conservatives and activists which may result in the society’s unstableness. Therefore, proper regulation on the scientific research by the government should contribute a lot to the society rather than do harm to it.
Scientific research without government’s restriction would on one side propel the society’s development but on the other side cause great chaos in the society. The exploitation and utilization of atomic energy would be a good example to demonstrate the two-edge effects that cause by unconfined scientific research. If this technology is appropriately applying to generate electricity that would provide human with power and benefit them a lot, but if this being used in battle, it becomes a weapon which would do great harm to people’s life. In order to alleviate and reduce the occurrence of this, the government should make rigorous regulation to restrict the scientists’ behavior and make them research in the confine of benefiting human being.

In conclusion, the government should restrict scientific research a little to make them develop in the righteous direction which would be helpful to human society’s development and give scientists certain relaxation and freedom to acquire insights and inspiration to study new problems. Only in this way, the results due to scientific research would benefit human being rather than detriment them.
