69. "Government should place few, if any, restrictions on scientific research and development"
政府应该少限制科学研究和发展。
提纲:
1.又古至今,科学的发展推动着社会的发展,给人们的生活带来了翻天覆地的变化。所以科学研究和发展不应当被限制。例子(电灯,蒸汽机。。。)
2.由于社会的发展依赖于科学的发展,科学的发展程度又取决于其研究深度,所以如果过度的对科学研究进行限制,则会导致社会发展的延缓甚至停滞。例子(文化大革命)
3. 对科学研究本身的限制是没有必要的,然而对科研方向和某些科研成果的使用则需要适当的限制,否则会适得其反。例子:原子弹,生物武器。。
The issue of whether scientific research and development should be restricted by government is a complex one, since it involves a conflict between the advantages and disadvantages brought by science. In my point of view, the final judgment should depend on a case-by-case analysis of the two situations.
To begin with, if we cast a look back to the history of human world, it is comfortable to find that the development of science gives impetus to the development of society and brings world-shaking changes to the daily lives of people. From the invention of steam engine to the micro computer, from the discovery of metallurgy to penicillin, all of which help people to increase the productive capability or lifting up the living condition. It is the stimulus but the restrict cause so many scientists devoting into their work and making so many milestones which brought a better society. Thus, encouraging the development of science research does make sense to people’s lives and the whole society.
Furthermore, as the evolution of society depends on the development of science, and the degree of the science development depends on the depth of the science research, if the government place restriction on scientific research overmuch, it will ultimately hinder or even stop the social progress. Take the great proletarian culture revolution of China in last century as an example, the wrong policy by the then leader to restrict and punish the intelligentsias caused the stasis of production and setting back the progress of China many years. Such painful lessons in the human history were not scarce. Obviously, the disadvantages from the restriction of science development and research are huge and long-lasting.
However, what will happen if the government pays no attention on the science world at all? Unfortunately, the results are as sever as the excessive restrictions. As we know, the nuclear technology brings us both happiness and sorrows. The happiness is because of the nuclear power plant bringing endless power for us. The sorrows are caused by the invention of atom bombs, depleted uranium bombs and various other nuclear weapons that bring the world countless pain and threaten. The Gulf War, the Federal of Yugoslavia War, etc. all witnessed the evidence of such wicked utilization of advanced technology. In that case, the restriction from the government is necessary and important. For instance, the Anti-ballistic Missile Treaty signed by the Russian and USA in 1972 was the best restriction run by governments. So, few restrictions placed on the science research and development by government is sometimes useful and necessary.
All in all, from the analysis above, it is easy to come to my conclusion that science itself is benefit to our human society and should be encouraged not restricted, but when it is used by some bad people in some malefic aims government should and must place some restrictions on them in time. In other words, we should make good use of the science research and development. |
