Issue70 [总频69]"In any profession—business, politics, education, government—those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."【翻译】在任何领域中——商业、政治、教育、政府——掌权者应该在五年后就让位。这是任何机构获得成的最好的方式:通过更新领导者而保持活力。
提纲:平衡观点
(1). 及时更新有益:对在位者来说,一方面有激励作用,另一方面防止腐败
(2). 对于新生力量来说也是有益的。A让他们看到机会从而更加努力工作B年轻力量更能创新和改革
(3). 存在问题。A过度频繁换届会产生政绩工程。不顾后来在位者的利益,不考虑长远目标。 B有的职位要求的是稳定性
(4). 有的职位是靠经验积累起来的,如:商业和学术权威。对新人来说,不断换届也有问题,他们不熟悉新的环境,摸索还得需要一段时间,还没干多久就得下台,至于任期,不应该只限定在五年,应视情况而定。

The renewal of leaders is a necessary process of a profession such as business, politics, education and government. The frequent changes of leaders are said to be beneficial not only to those who is in power but also to those will be in the saddle. But it has its own disadvantages that at the same time this view is suitable to some professions that base on knowledge and experience accumulation. Therefore, I conclude that whether it is reasonable to apply the speaker's statement depends on what kind of professions we talk about

Admittedly, timely renewal of leaders in whichever professions would be beneficial not only to those who is in power but also to those who will be in the saddle. To the people in position, the renewal would produce positive impacts on them. On the one hand, the competition in the renewal process encourages them to devote all their heart and energy into work and makes them work hard to compete with the opponents. On the other hand, the short time would make corruption among leadership almost impossible because they have to give their position to others at the end term of their office. To those who will be in the saddle, the frequent changes of leaders make them more hopefully to obtain the position that hard-working would enhance the opportunities for them to get the position. Moreover, the newcomers have more encouragement to innovate and reform the existing policy and they are more sensitive to the unreasonable aspects concerning people's benefits. The innovation and reform would undoubtedly refresh the present situation of the profession and bring benefits. This is especially true in business or politics. In this respect, the constant changes of leaders would be preferable to professions.

However, although the frequent change of leaders have many advantages to both those who is in position and those who will be in the saddle, it has its own problems. On the one hand, over frequently change of leader would result in poor achievement of politics. It is totally possible that this would bring about the problem that the former leader doesn't care about the latter’s benefit and considers no long-term objects for the later. On the other hand, it is necessary for the newcomer to have a long time to be familiar with the environment and the works itself. Longer is the time, less work will the newcomer will contribute to the profession? Although there is evidence to indicate that the newcomer has the ability to improve the situation and do better than the former, the time used to make the newcomer be familiar with the environment would be unworthy. Under such circumstance, the former leader would be a better option for the sake of the profession.

But there are still some professions which need knowledge and experience accumulation such as business and education would be exceptional. In the realm of business, better understanding of the business mode and the competition between dealers, merchants, and even company leaders requires a great number of knowledge about the operation of market economy and ample experience about the opportunity of benefit and even the reliance of the traders. In educational aspect, it is rarely or almost impossible for a newcomer to become an authority of one discipline. Although some are regarded as genius, they are not in place of the educators who take their research in some disciplines for a long time and accumulate hosts of knowledge and experience which would play an important and indispensable role in their achievement. Without sufficient knowledge and experience, can we persuade the authorities give their position to the newcomers? From this perspective, it would be unreasonable to change the leaders who are the authority in his profession.

To sum up, the renewal of leader would not only produce favorable impact on the encouragement the leaders in power need to better their work and preventing the corruption among leaders but also exert positive influence on the newcomers who are more likely to compete for the position and be braver to exert innovation and reform in professions. There are also professions based on accumulation of knowledge and experience that would need no change on position because the newcomer can never in short time achieves the accomplishment of the authorities. Whether we should apply the policy of changing leaders depends on the characters of the profession and it would be not necessary be restricted in five years.
