"To be an effective leader, a public official must maintain the highest ethical and moral standards."
一个公仆如果想成为一位杰出的领导者就必须保持最高的伦理和道德标准。

1、作为社会的公仆,他有必要保持比较高的伦理和道德标准,这些可以为领导者树立威信,公众就会对他产生信任,这就为决策的执行带来高效率;而如果领导者没有一般的道德标准,就会出现贪污腐化受贿等不良行为,这就给公众的利益带来伤害
2、however,领导者也是人,他也会有一些自己的小毛病,不是的也会犯一些错误,但这些小污点并不会掩盖他为整个社会做出的贡献;更何况,为了谋求政治上的利益,有时也不得不做出有悖社会公德的事情
3、更进一步,为了成为杰出的领导者,除了高标准的道德情操,公仆也要具备其他一些素质,如组织能力、沟通能力(这个没有必要论述,因为作者说MUST但是没有说ONLY,这个素质和其他素质是不矛盾的)
Is it necessary for a public official to maintain the highest ethical and moral standards in order to be an effective leader? I fundamentally agree with the speaker with the notion that necessary ethical and moral standards could help public officials earn trust and support among the public and in turn make their work effective. However, anyone including effective leaders could not go without personal moral deficiency and some other merits such as organizational capacity and communication skills also contribute to the preeminence of a leader.
To begin with, I agree with the speaker(that) with the respect to relatively high ethical and moral standards an effective leader should demonstrate. A leader with high ethical and moral standards could establish reputation and even authority among the public, which could in turn ensure trust, loyalty and support from them. Take Abraham Lincoln for example. When he was a lawyer in his early time, his principle of work was to be honest and just. Once a wealthy person wanted him to pursue a case against someone unreasonably and promised to give(pay) a large amount of money, Lincoln refused immediately. This and some other relevant things won much support from people, which contributes to his later triumph of political election. On the other hand, if a public official does not maintain some fundamental ethical and moral standards, public interests might be violated. For example, some officials do not resist the temptation of money and then embezzle the public wealth; some other officials accept bribery from perpetrators and provide protection for their illegal activities. All these threaten the safety of people's lives and wealth(which in turn doom their ineffectiveness). In a word, a public official without necessary ethics and morality would not become an effective leader.
However, to maintain ethical and moral standards to some extent is not to say there should no flaws with public officials. (你少加了EFFECTIVE进去,应该是with those effective public officials另外你这么说好像是赞同有缺点一样,应该说我们并不能因为小错而否认一个好领导)No one could be perfect, and he/she might make some mistakes inevitably, so do leaders. To evaluate a public official justly, we should regard his/her contribution to our country rather than personal moral deficiency. Bill Clinton is well-known for his sexual scandal with Lewinsky. Yet we should not neglect his political achievement. During Clinton's presidency, America was undergoing the longest period of economic growth in its history. Furthermore, politics is a game of competition and conflicts. Complete morality (这个用法我没见过,感觉有点中式)means vulnerability and inability, neither of which would acquire a politician respect among his/her adversaries, (help a politician gain ….)which those adversaries would employ to every advantage to defeat the official. In my view, to be an effective leader, some measures of dishonesty are necessary to gain and maintain political power. For example, during an election, one candidate has to exaggerate his/her own merits and disguise the shortcomings while trying his best to find out his/her rivals' disadvantages and expose them to the public.(虽然是实话,但是并不是每个都这么做,听起来比较偏激)
Moreover, there are some other merits such as organizational capacity and communication skills a would-be effective leader should pursue. One public official endowed with organizational capacity would exert his/her leading role in the holistic process of attaining a particular goal. As an effective leader, one must keep members together, make the group orderly, efficient, and vivid, and more importantly fuel a fervent and long-standing belief of achieving among the group. Any part of the process requires organizational capacity. Another crucial character in shaping an effective leader is communication skills. Any effective interaction and cooperation is based on communication skills. Can you imagine an official without communication skills could give instructions efficiently? Can you imagine an official without communication skills could accept feedback opinions effectively? Can you imagine an official without communication skills could arrange tasks among the staff properly? Undoubtedly, without the traits, organizational capacity and communicational skills, one could not be an effective leader.

In sum, the speaker's assertion is without merit that it is necessary for a public official to demonstrate relatively high ethical and moral standards to be an effective leader. But at same time, we can not ignore that leaders are also human beings with ordinary life and there could be some flaws in morality. Furthermore, in addition to the moral standards, some other characters such as organizational capacity and communication skills should also be possessed for an effective leader.
