56"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
分类:当务之急与百年大计       频率:61  (70 min)

People say governments are the most inefficient organizations in the world. That may be right. But governments also face the most difficult problems in the world. Should they encourage more investments in the manufacture departments to keep the pace of economic growth? Or should they listen to the environmentalists and slow it down? Should they put the money in the industry that can make money today or in places such as universities that can bring more chances in the future? These are just a small part of the problems that governments are concerned everyday. Among the enormous problems, one struggle can almost always be seen -- that is to choose between solving the immediate problems of today and trying to solve the anticipated problems of the future.

As far as I'm concerned, governments should be devoted to solve the immediate problems, because those problems are most relevant to the people. The very basic function of a government is to ensure its people to live freely. If the people are suffering from natural disasters such as flood and hurricane, the government must do whatever can be done to save keep them away from danger: if there is a shortage of food, the government must do its best to keep the people away from hunger: all other problems, no matter however serious they may become in the future, can be put aside. If a government does not care about the most emergent problems, but is always preparing for the possible problems in the future, it can not be actually beneficial to the people, and will not have much time left on the stage.

However, if a government only cares about solving the immediate problems, it will run into even more problems in the future. As a Chinese saying goes, "if you don't perceive things in the long run, shortly you will have problems." This saying best illustrates the importance of a consideration of tomorrow when considering the problems of today. The same lesson can also be learned from enormous examples in mythology and history. Adam and Eve ate the apples from the tree and got expelled from the Eden. Human beings have taken and are still taking too much from the earth. Now we have a highly developed civilization, we can see what is happening in an atom, we can also send spaceships out of the Solar System, but we are not sure if our descendants can enjoy a better life than us on this heavily polluted planet. If we paid some attention to the consequences of environment pollution at the beginning of the industry revolution, things would not be this bad today.

Thus, a good government must also take potential problems into account while doing its best to solve the most urgent problems. It must try to strike a balance:  problems should be solved in the most efficient ways, but if they are likely to bring more serious problems in the future, it must be abandoned and the ways that are probably more difficult to carry out but causes little trouble should be preferred. Actually this is what many governments in the world have finally come to realize. Wars may be more effective than talks; building factories may be more attracting than planting trees. But it's not only what we can get today that matters.

From the discussion above, good governments always focus on the problems of today while have an insight of tomorrow. If a government could not make proper preparation for the anticipated problems, the nation is doomed to a dim future; if it can not take good care of the problems of today, there is no tomorrow waiting for it.
