In several respects this position has considerable merit; yet, in my opinion, it ignores certain compelling arguments for personal wills and abilities which also play an important role in creating leaders.

In a word, it is very possible that people will become leaders with accomplishing the right demands placed on them excellently.
Notwithstanding the demands placed upon people may spur them to be leaders, only putting demands on a person will not make him to be a leader automatically. If the person betrays his responsibility, he also will be discarded by his underling. President Nixon can be a good example, who cannot help but abdicate after exposure of Watergate scandal. In other words, not everybody can become leaders if demands are placing on them, only the person who can apply the demands rightly will succeed.
Furthermore, creating of leaders is not a passive process, but a result of a combination of internal qualities and external conditions. People who want to be a leader need capacities such as foresight, leadership, decision and so on, and a platform to exhibit their abilities, too. And demands are always only opportunities to practice one's aptness; people will make great efforts to demonstrate their abilities, like wisdom, courage and insight. And it is also important in personal wills which means to be leader on one's own initiative, a person will absorb knowledge about the area and represent actively if he wants to be leader in the realm. A person elected to be a president has to have his own will and strongpoint that exceed others, like Chairman Mao in China and Roosevelt who is the 32nd president of America. So leaders are not created only by the demands placed on them but also the transcendent competences of themselves.
In sum, leaders are created by placing the right demands on right person in a right time, and only demands cannot create excellent leaders unless the one has prepared to be it.
