A question about change status F2-F1

I sent my application to nebrasca center and just received the receipt sent by USCIS, but my application has been filed in Texas center. I do not know why. Anyone who has some idea? Thanks a lot!

When did you send your application? Since April 2, there are only two centers to deal with the cases

I am in North Carolina, which belongs to TC, while NC always deals my school's applications. So I sent my application to NC. but now TC sent the receipt to me. I sent my material on March 30th. the two centers you mention is VT and CA, not TC. So I am not sure why my application is in TC now.

I guess it's because you live in North Carolina and your filing address is at NC. So USCIS forward your application to TX. You'd better ask your ISSO advisor for more suggestion.
