How can a public official become an effective leader? The speaker claims that he or she should maintain the highest ethical and moral standards. I strongly agree with that, but the speaker neglects some other essential virtues that also play an important role.
To begin with, if a public official maintain(s) the highest ethical standard, he or she will bring about the public well-being, for the reason that he or she knows what should be done and what should not be done. A leader with a full knowing of ethics will lead the public into a right way. To better illustrate the point, here is a persuasive example. Knowing that slavery is a very brutal institution, President Lincoln, one of the most effective presidents in American history, manifested the Emancipation Proclamation and led the whole America into a more democratic society. It can be assumed that without his right leading, the Afro-American might lead miserable lives for even longer and the America might not be as free and prosperous as it is today. Thus, the highest ethical standard is a crucial virtue for an effective leader.
In addition, the highest moral standard is also a critical virtue, for the leader should get a fully understanding of how he or she should behavior. A leader who fully understands the moral and demands oneself to conform to it will win the respect of the public. Otherwise, if the leader does something wrong, then the public might not depend on(rely on) him or her any more. For instance, Nixon, a no(not) bad president before the Water Gate, lost his reputation and became unreliable after that. No matter what he intended to do to make it up, the public would not believe in him again, and he was obliged to resign. This example shows that without the highest moral standard, the public might not believe in him or her and might not comply with the leader's order. Then, the leader might not work efficiently. In conclusion, a public official must maintain the highest moral standard and win the credibility of the public in order to become an effective leader.
Despite the merits of the claim, the speaker overlooks some other essential virtues for a successful leader, such as hard-working, the sense of justice, the broad expanse of knowledge, the courage, etc. These virtues are equally of great importance for a public official to be a competent leader, because with these, the one can better understand the situation, seek the right solution and then apply it. If President Roosevelt, a disable person, did not work hard or did not have the knowledge, the sense of justice and the courage, he would not lead the America out of Depression, a contribution to America, and did so much during the Second World War, a contribution to the world. (This contention is not on the point: the speaker claims, in my opinion, those standards are prerequisite. However, I don’t think he implies anything about that those standards are the only requirements for an efficient leader??)
To sum up, the highest ethical and moral standards are essential, but without those virtues mentioned above, it is equally difficult for a public official to become an outstanding leader.
