一个官员要想成为一个好的领导,他必须有极高的民族和道德标准

1. 官员的道德伦理观事关领导风格及有效性、号召力、政绩及最终的国家社会发展、人类进步,但过渡强调、偏重最高伦理道德观,忽略了其他领袖才能,可能误导民众转移关注的焦点,不利于个人领导才能的发挥。

2. 一般人都应具备一定的道德、伦理观念,这是社会存在的根本,作为领导是引领民众、往往具有众多常人所没有的权力,高道德水准、民族观念是正确决断的基础,群众基础
1)领导诞生过程,对道德、民族观、能力是同样的基准线
2  好的leader,由历史评价虽然结合了众多经济、社会、政治的贡献,但经时间沉淀往往   关注于对社会伦理、道德、意识形态的发展贡献
3. 高道德、伦理观念有助于作为public official建立effective leadership,过于强调伦理道德方面而忽视其他能力,或者其瑕疵掩盖其他的功绩,会误导民众、不利个人发挥才干,最终国家、社会不利。


Holding the highest ethical and moral standards has been long considered as the prerequisite criterion for an effective leader, like what is claimed by the speaker. I concede the importance of a leader to pertain superior ethical and moral standards to ensure their effective leadership and popularity among the populace. However, overemphasis on ethical and moral fairs might mislead the public to overlook the real capacity of an official, or on the leader's personal level, overshadow their individual talent to accomplish political, social and even moral achievements.

So far as people stepped out of the jungles, ethical and moral standards are two primitive elements of being a human and they accompanies every period of human history. Laws, the threshold regulation of ethic and morale, keep us far away from those voracious wills thus promise the normal state of the society and personal security. That's the purpose of the Obelisk to stand outside the temple for thousands of years reminding people the ethical and moral baseline in any society, no matter who you are, young or old, poor or rich. On another hand, people seems to be so feeble when confronted with temptation, greed and ambition, the basic instincts innated deeply in our soul, let alone the ones with specific access to the tremendous social treasures and power. Improper ethical and moral standards could drive us to the morass of inhumanity: craven for sustenance and land estranged the new settlers to those generous aboriginals, abandon of reverence to human life inevitably induced the conflicts between people with different appearances, insane chase for ethnical purity and Nazism nearly made this planet to the cliff of extinction. Fortunately, we have effective leaders who held peerless ethic and moral values, such as George Washington, Abraham Lincoln, Franklin Roosevelt, not only save us from the edge of  shattering, but provoked the new development of the history.

Public officials, the ones selected to hold the power and make decisions for the whole society, their high level of ethical and moral standards is the promise to the public to use social resources and power in their hands properly. No one would like to hand in his life to an unwarranted medical professional, neither would people provide power to corrupted officials. Election is not only the process for the candidates to show their personal charisma and intelligence, but also a way to ensure the constituents their supreme ethical and moral level. So do the officials in their positions. Gingrich's confess of having an affair while proposing Clinton's impeachment makes him lose the presidential candidacy in the Republicans. Richard Nixon left the White House with indignity after being accused of improper behavior in the Watergate cover-up. Any moral stigma might ruin personal credit and tarnish the political vista.

Admittedly ethical and moral standards are the indispensable factors in an effective leader's personality, but never amount to the total. Any leader is evaluated objectively and comprehensively in the history, while in position or years after the end of the tenure. It is unfair to overlook Clinton's economical achievements during his eight-year stay in the White house simply because of his lie under oath about the affair and objected justice. Today most American media aware that they had put too much concentration on the president's moral fairs which misled people's focus and severely interfered with the normal function of the government to veer to the direction of dealing with the scandals, impeachment and lost the best chance to extinguish Al-Quada, which invokes the egregious world terrorism. Or hardly could we criticize President Bush's decision in making American people to entangle in the War in Iraq. Judging a leader is a complicated work other than pointing out a scale while doctors asking you about the severity of the pain.

In sum, public officials who take the responsibility to use social power, no doubt, should be the ones with high level of ethical and moral values. But being humane, no one could be an impeccable leader, even with the higher ethical and moral level among the peers. The objective assessment of leadership is a balance of economical, ideological and historical achievements of the official, which beyond personal ken. Only could history define it and inaugurate the leader with the glory of wisdom.

leader理解的不准确,官员 official
ethical 就是 moral

(从语言上,还有分析问题的逻辑性上来说,我觉得jennetrj不错,但是这段我觉得你一直没有写到点子上,你更多的是从一个整体,也就是public的角度来说道德,而只是在段末点到leader,这在你这段的TS中也表现出来,个人认为会有偏题的危险。)

看了你的提纲我觉得眼前一亮,脱离了常规的思维,但是从后面的文章来看,分析得有一点点偏题。语言能力挺不错的。继续加油哈。

ethical伦理的,金山词霸错了,没有民族的意思
LZ的词汇很厉害,但是又感觉是chinglish之嫌,不管怎么说,我看得能看懂,但是让我写出来这些词还不可能的,没记住呢,唉。
while in position or years after the end of the tenure,直接就while in postion or not算了,不会太大歧义
constituents是选民,不是被选的leader
provoke the developement?我也不知道更好的
President Clintion has already got 2 terms of position which reaches the maximum allowed,right?or 3 terms?I am not very sure.

总的来讲很好,词汇量运用的功力可见一斑。思路也有借鉴之处。
