177The following is a letter that recently appeared in the Oak City Gazette, a local newspaper.
"Membership in Oak City's Civic Club—a club whose primary objective is to discuss local issues—should continue to be restricted to people who live in Oak City. People who work in Oak City but who live elsewhere cannot truly understand the business and politics of the city. It is important to restrict membership to city residents because only residents pay city taxes and therefore only residents understand how the money could best be used to improve the city. At any rate, restricting membership in this way is unlikely to disappoint many of the nonresidents employed in Oak City, since neighboring Elm City's Civic Club has always had an open membership policy, and only twenty-five nonresidents have joined Elm City's Club in the last ten years."

In this argument, the arguer recommends restricting the membership in Oak City's Civic Club to people who live in Oak City. In order to support his or her recommendation, the arguer reasons that the fact that only residents pay city taxes proves that only residents understand how the money could best be used to improve the city. Additionally, the arguer cites the fact that neighboring Elm City's Civic Club has always had an open membership policy, but only twenty-five nonresidents have joined Elm City's Club in the last ten years, relying on which the arguer concludes that the foregoing restriction can not disappoint many of the nonresidents employed in Oak City. In my view, the argument suffers from a series of logical flaws.
In the first place, the fact that only residents pay the city tax is problematic. As everyone knows, the city tax involves revenue tax, profit tax, consumption tax etc which come from all people in Oak City including nonresidents. For example, on the surface, the profit tax comes from companies in other words from bosses. Actually, employees contribute to the profit. Similarly, every nonresidents employed in Oak City must consume here, so the part of city tax from supermarkets, restaurants comes from them ultimately. So the fact cited in the argument that nonresidents employed in Oak City do not pay city tax is wrong.
Even if the nonresidents employed in Oak City do not pay city tax, the arguer unfairly assumes that they do not know how the money could best be used to improve the city. In fact, nonresidents who work in Oak City, know the city much including its flaws. Naturally, they know in which respects the city should be ameliorated. In addition, they have incentive to improve the city, their work environment .In that sense, the foregoing assumption is fallacious.
Moreover, the fact that neighboring Elm City's Club which has always has an open membership policy only attracted twenty-five nonresidents to join it is little indication that Oak City's Civil Club can not attract most nonresidents either. Maybe it is some unreasonable arrangements of Elm City's Civic Club that reduces the enthusiasm of nonresidents. For example, it arranged meeting at the time when nonresidents were just at home and cannot spare time to attend the meetings. For that matter, Oak City's Civil Club can make some improvement to attract nonresidents. Thus, unquestionably the foregoing restriction will disappoint many of the nonresidents employed in Oak City.
In conclusion, the argument commits several logical flaws which make the recommendation not so convincing as it stands. To consolidate it, the arguer should make a investigation to indicate the amount of city tax paid by nonresidents and the their attitudes to the development of Oak City. In order to assess the recommendation better we should know the reason why Elm City's Club can not attract more nonresidents.
