大家来看看我一个Penn State Uni的assistant professor给我的回信吧。这个教授和我现在的老板professor Wang认识,我老板上个月才去了他的实验室。大家看看我中奖的几率有多大啊??  再问问大家觉得Penn State怎么样??

***,
I will be interested in recruiting graduate students in the next few years.  There are two ways that I may be able to recruit you in my lab.  You may apply for the *** graduate program at Penn State***.  Please contact *** for more information.  If you are interested in our work, please keep me informed of your application process.  Alternatively, you may apply for the Chinese government-sponsored student program in your university.  I am sure that professor Wang will be able to help you on this.  I would advise you to try both approaches.
Best regards,

***

It seems that this professor got a grant. So, he or she needs to recruit a graduate student for that. If the grant is good, he or she may support a PHD student. If not, he has to find a master student without any payment or little payment. So, first, make sure whether he or she needs a phd or master student. If it is phd student, he must have financial support for you. If it is master, it is hard to say. The reason that he asked you to apply for funding from your current university probablyis limited amount of that grant. Ask him that. Good luck.

Actually, I think the reason that he asked me to apply for funding from my university is my adviser told him that students can be funded on my university's side. I guess he asked me to do so in order to save some money. I'm not sure if it is too bad to receive funding from school. Does that mean I have to return to school when I finish my PhD study?

That is the issue. Maybe his grant is not good enough to support your master study. But, if it is a long term grant, like 3 or 4 years, that must include financial support for phd student. Because, it is one part of the budget for long term grant. So, that is why I say that you'd better ask him the type of grant first. What kind of degree he would like to offer to you? Then, we can talk about next.
As far as I know, financial support from chinese government may have certain rules relavant to you future career. But, it is not a big issue. Once you get out, it is hard for government to control you, right? There are so many guys, who were totally supported by the government, never going back.
