I tend to agree the speaker's assertion that government should place few restrictions on scientific research and development. The scientific research and development can provide people with more convenience and comfortable under the government's effective regulation.
To begin with, scientific research can have a rapid development with the support of the government, which means that the government's support plays a vital role in the success of one scientific research. Take the USA as an example, as we know, the United States of American is the most developed country in the world, and its attitude to the scientific research is almost always positive. The government of USA gives a great investment in scientific research every year. The scientists' condition is very satisfying. They live in comfortable place, their families are well--treated, and their working condition is excellent. The government’s regulation makes the scientists absolutely concentrate in their research, which helps the results of scientific research more quickly and exactly. Besides, the government of USA also gives a favorable treatment to the foreign scientist to attract them immigrant to USA, who may have a greater room to exert their abilities. Under this circumstance, the support to scientific research can largely improve the nation power and the quality of people's life.
Simply put, without the support of government or too much restriction upon the scientific research may make a big obstacle to the development of the country. In order to see this point clearly, let us see an example. In 2004, more than 2000 research scientists joined the demonstration to protests the continuing cutting of research funds in France. They said that the positions for research scientists in the institutes decreased dramatically in the recent years. According to the local survey, 81% of the residents support these scientists and give a susceptible attitude to the government’s policy. They thought that the regulation from government might lag France's step in scientific research. With their voice, the president of France had to promise to increase the research funding. It is obvious that without reasonable investigation, the government may make a huge mistake about the regulation of scientific research.
However, it is no denying that the government should make effective regulation on the scientific research and development. The restrictions placed by government on scientific research should be judged according to the different nature of various research projects. For instance, the debate on the cloning technique and human cloning, which is the most remarkable and controvertible in the world, never ends. The legislation about cloning technique is far behind than its development. The management about the cloned human beings, the social class of the one who is cloned, the problem about who is the father or mother of the cloned people, and how to communicate with them, all the problems' solution is one of the most important tasks of government. with the right lead, the problem may be welled solved or else become a terrible disaster.
In sum, from what has been discussed above, we may finally draw the conclusion that if the scientific research and development is well--supported as well as the appropriate guidance of government, it can brings into the most beneficiation to our society. |
