TOPIC: ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.

"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."
      
In this argument, the author recommends that homeowners in Deerhaven Acres (DA) should make their own set of restrictions on landscaping and housepainting. To support this recommendation, the author notes that average property values have tripled in Brookville community since the homeowners there adopted a set of restrictions on housepainting and landscaping. However, this recommendation suffers from several critical flaws and is therefore unpersuasive as it stands.

First of all, the author makes a threshold assumption that Brookville homeowners implemented the restrictions in the first place. Lacking evidence to support this, it is entirely possible that the homeowners in Brookville did not implement the set of restrictions to save their money. Another possibility is that the homeowners in Brookville implemented different restrictions as their wishes. Without ruling these possibilities, the recommendation based on this assumption is unconvinced.

Secondly, the author unfairly assumes that the fact that the average property in Brookville has tripled is due to that the homeowners adopted a set of restrictions on landscaping and housepainting. Perhaps there are more and more supermarkets in Brookville and it is much convenient to live there. Or perhaps there are good schools opened in Brookville and more parents want to live there. It is also possible that the traffic in Brookville is quite good and it is very easy to get to any place of the city. These and other possibilities can make more people want to live in Brookville and lead to the increase of the average value of houses in Brookville. Without considering these and other possibilities, the author cannot make me convinced.

Finally, the author fails to consider possible differences between DA and Brookville that might help bring a different result for DA. For instance, potential homebuyers of DA may not be interested in the painting and landscaping of houses. For that matter, adopting a set of a set of restrictions on housepainting and landscaping would make no good for the increase of property value in DA. Or perhaps potential DA homebuyers care about the traffic conditions most. Without accounting for these and other possible dissimilarities, the author cannot assume what resulted in rising of property values in Brookville would bring about the same result in DA.

In sum, this recommendation is not well supported. To bolster this recommendation, the author must provide clear evidence that the homeowners indeed implemented the set of restrictions on housepainting and landscaping and that the rising of property value in Brookville is due to the implementation of the set of restrictions. To better assess this recommendation, more information about the differences between DA and Brookville and more detail about the potential homebuyers in DA are needed.
