56"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."
提纲:
1政府应该给与潜在的问题以充分的重视。
2政府应优先解决燃眉之急。
Every country confronts a series of problems, some of which are deleterious nowadays, such as the spread of HIv, terrorism, unemployment or inflation and so on, while others seems not so urgent as the former, such as greenhouse effect ,the exploitation of new energy. Should government give priority to solve the former or the latter, in my opinion, that is a complex issue.

Society suffers from kinds of problems is just like human body suffers from disease. Everyone has suffered some disease, some of which are latent, while others are acute . When it comes to latent diseases, on the surface, they can not jeopardize our life, however, if not cured, it will worsen continuously and kill us at last. If we miss best time to cure those disease, even if it can be cured at last,  it will take much more time, money and energy to cure them, and it will increase our suffering. In that sense, we should cure them as soon as possible. However, if we suffered some acute disease which might kill us immediately such as acute heart disease, of course we have to give priority to cure the latter, otherwise, we will die immediately let alone cure the laten disease.

Similarly, government should place enough emphasis to solve the anticipated problems of the future. Those problem will do a great harm to society in the future, for example ,if government refuses to legislate to decrease the emit of greenhouse gas, the greenhouse effect will bring along tremendous disaster to us in the future. Besides, if we fail to solve those problems, it will be more costly to solve them in the future. What’s more, it might cause loss which goes beyond recall. For instance, if will fail to protect the species diversity, once some specie die out, its potential value in gene will disappear forever. So we had better solve those problems in case of that tragedy.

However, society often faces with some urgent problems, which will jeopardize society immediately if not solved, such as the spread of terrorism, serious unemployment or fierce inflation etc. When the effort to solve chronic problems conflict with the need to solve the acute problems, the rational choice turns out to be solve the latter first. For example, the exploitation of the method to cure HIV is the duty of government. Nevertheless, if SARS spreads suddenly, which is much more infectious, it should focus on exploiting the medicine for SARA rather than continue exploit the medicine for HIV.

To sum up, whether we should give priority to solve the anticipated problems of the future or to solve the immediate problems depends on  the nature of the problems.
