TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

The assertion claims that government plays a negative effect on development of science. I don't agree with the author that the government may pay positive influence on the progress of science. Admittedly, government should construct a free-ambience for the development of science, but can not simply recognized place few. So I assert that government should take a positive role to guide the progress of science.

In the first place, government is impulse very essential for the progress of science for following reasons. Firstly, the government can provide capital support and also suggest public to anticipate in, which give the scientific research and development more sources and chance, also helpful to construction of country. Secondly, the government can give more finance resources to the scientific. Such as the development of navigation in china, with the encouragement and support of government, the progress of navigation increased rapid. Consider the serial of project such as shenzhou six and change project, the public pay a increasing attention on navigation. According to a survey of Tsinghua University in 2006, 20 percent of High-school boys want to choose space navigation for their major which only 10% last year. This illustrates the two advantages of government attract attention of public which will give more chance to the development.

In the second place, we can not ignore the positive affections of government which can restriction of the scientific research and development. The support of the government always contains some political proposes. If the development of science conflict with the domination of government, the government more hardly encourage but restrict the development. What's more, the government will distribute the supporting with personal interest, this kind of measure may not support some undeveloped subject especially arts, which consider as unimportant part in some undeveloped country. This is easy to be understood that they must use finance to solve such social problem which related the survival of the government such as poverty, fuel short and so on.

The influence of government whether they can support or restrict development of science mainly relies on the attitude of government towards the opening researching backdrop. When we discussing about the development of science, government support is not most important factor, the most important is the free ambience-everyone can express their opinions without apprehension. After take “reform and opening stratagem”, economic and science are increasing developed. This illustrates that the free-ambience is very important for the development of science.   

We can hardly appraise the function of government simply as good or bad. The function of government not only relies on the finance support but also guarantee of open-ambience which is essential for scientific researching and development.

这个论点可以，但是我觉得论证有点不够充实。关于这个其实例子很容易找，用例子充实论证会更好，而且也能增加字数）

整体感觉：思路还是没问题的（我也写过这篇，虽然观点相同，但是后面的正文段和你的思路不太一样，所以查阅了一些资料。）
不过建议你在论证的时候说理要和例子相结合，这样避免了空洞，而且也使论证更有力，你的文章感觉有些地方只是给了个论断，论据缺乏，其实这样的例子挺好找的。这个题目特点就是可以结合很多时事进行论证。

我个人觉得例子。。。是无力的。。写过A的人都很会钻牛角尖了的，也知道，你具个世界上最出名的人做了某件事，就能说明事实一定是这样的么？？

看了范文，反而发现他们论证逻辑思路是很重要的。几个方面的理由，来支持一个观点。
