The conclusion that the Mason Cith councilneed to increase its budget for improvements to the publicly owned lands alongthe Mason River seems at first glance to be aconvinced notion. To support the conclusion, the author provided surveys which pointedthat residents rank water sports as a favorite form of recreation. In addition,a conjecture, made by the author, present that residents must  avoid the river. At last a evidence that theagency responsible of rivers in the region announced plans to clean up Mason Riverwas provided. After a careful examination of this argument would reveal howgroundless this conclusion is .

In the first place, this argument is baseon  doubtful surveys. Firstly, we havegood reason to question the authority of those surveys which lack specificinformation as survey. No until the author provide the name and authority of institutionswhich carry out those surveys in this region, the surveys lend any support tothe conclusion. Secondly, the total number of favorite recreation form  is not given in this evidence. Since manypeople rank water sports as a favorite, if the total number is 1000 ,  people who prefer water sports may not be representativeof the population in the whole region.

In the second place, even if those surveyare acceptable, the validation of conjecture should be questioned. From thevery complaints about the quality of the water in the river, the author madethe conjecture which seems to be unconvinced. Firstly , those complains maycome from the downriver region where many factory was founded, so the peopleand river in the upriver region will not be influents , thus the conjecturewhich doubt the cleanness of whole river passing though the Mason River is invalid.Secondly, low quality  water is not equalto the  dirty water, since the standardand requirement of every resident vary sharply, for example, one mayconsider  the water containing lessmineral elements which is use to drink to be low quantity water, may people can do sports in the river .

In the third place, the author simplyequate plan with implement . To begin with, it is commonsense that to makecommit is easy but is far more difficult to imply it . Even if we believe thatthe river is dirty now but there is no one who can ensure the agency will carryon the accountability to clean up the river. In addition, more evidence shouldbe presented in order to justify people will consistently  prefer water sports would truly involvingthose sports in the outdoor river.

To sum up, this conclusion lack ofcredibility because this argument suffers from several fallacies and theevidence cited in the analysis does not lend strong support to what the authormaintain. To strengthen the argument the author should provide detailinformation regarding the authority and intention of those surveys. To bettersupport the conclusion more evidence concerning the region of the complaint andthe number of the people who really want to do sports in the outdoor river.
