题目:ISSUE17 - "There are two types of laws: just and unjust. Every individual in a society has a responsibility to obey just laws and, even more importantly, to disobey and resist unjust laws."

I disassociate myself with the perspective that the laws by be divided into two types by whether it is just or not. Laws are set restrict the behavior of social members to prevent the interest of one group of people from being damage by another. Therefore, it is hard to tell whether it is just or not. However, sometimes the laws merely represent the interest of a minor group of a society. Under such circumstance, the public should disobey and resist the laws.

To begin with, since the social members may have different preference and interest on one thing, it is impossible the satisfy all of them, and the laws can only protect the interest of some people in a society and may damage the interest of another group of peoples. Therefore, to the people who are protected by it, it seems that the law is just, but those people who are damaged by the law would consider it to be unjust. Take the environment pollution for example: there is no doubt that less pollution will lead to a cleaner environment and consequently make the majority benefits from it, but if the government enact very strict law the restrain the pollution of factories, some of the factories would bankrupt due to lack enough financial and technology support to make it meet the new level of pollution restriction. The workers in this factory will lose their job, and the owner of these factory may become a impoverished man from a former millionaire. To them, the law is unjust and deprived the things which belonged to them. So should they disobey and resist the law? Of course not.

The law should represent interest of the whole society. Even though sometimes it damage the interest of a few people in it, once the interest protected by the law is greater than damaged, the public should obey the law. In the case of pollution I mentioned above, although the law affects some people's interest, but it guarantee the interest of the whole society not to be damaged. Sometimes the law sacrifice the interest of a group of people greatly to benefits another group of people, like the slavery. This kind of law should be resisted by the public for it not only decrease the interest of the society on the whole, but also contradict to the morality and ethic of the society. The history proves that nearly all of such kind of law is eliminated from the society eventually, and the public is making effort to resist the rest of them.

In all, deciding whether a law should be obeyed by the public by judging it to be just or not is not a good method, in respect that different people would have different feeling about it. However, if it is to protect the overall interest of a society, the people should obey it, if not, disobey and resisting it is reasonable.
