Argument11 The following appeared in a memo from the mayor of the town of West Egg.

"Two years ago, our consultants predicted that West Egg's landfill, which is used for garbage disposal, would be completely filled within five years. During the past two years, however, town residents have been recycling twice as much aluminum and paper as they did in previous years. Next month the amount of material recycled should further increase, since charges for garbage pickup will double. Furthermore, over ninety percent of the respondents to a recent survey said that they would do more recycling in the future. Because of our residents' strong commitment to recycling, the available space in our landfill should last for considerably longer than predicted."

注:因为这是第一次写作文,所以该篇文章熬了几个小时终于搞定了,由于今天本来空余时间少,而且对issue门路还比较模糊,所以今天想给issue请个假!请同仁们谅解!

提纲:
1)垃圾的循环利用并不一定就能使得填埋地使用时间长,甚至长得多
2)垃圾收集收费increase不一定会使循环再生的数量increase——这两年居民在铝和纸上的回收行为并不能保证他们会坚持或是推广到其他物品中去,甚至该地居民可能只能投到垃圾填埋地。
390%的回应者isn’t representative——喜欢做循环处理的偏爱做相关调查;访问的数量可能较小;回应者的比例失调

In this memo, the mayor concludes that the deadline of West Egg’s landfill completely filled is later than expected two years ago. To justify this conclusion the mayor points out that West Egg’s residents have recycled twofoldin aluminum and paper in the past two years, the same as the charge for garbage pickup. And 90% of respondents in recent survey indicate that they support the recycling of the trash. I find the memo is unpersuasive, for three reasons mentioned below.
Firstly, the increase of recycling the rubbish doesn’t necessarily lead to the fact that the available space of West Egg’s landfill last longer than anticipated. Perhaps the proportion of the trash that cannot be recycled is so big compared with that of the trash recycled, and even the number of the rubbish that can’t be recycled increases rapidly so that recycling some doesn’t play a role at all in declining the aggregate disposal in the landfill. Without eliminating this possibility, the mayor can’t convince me that the prediction made two years ago is correct.
Secondly, the mayor’s position that the amount of material recycled will increase with the increased charges for trash pickup fails to convince me. Perhaps the disposal way of aluminum and paper recycled in the precious two years doesn’t indicate that the same method can be used to deal with other recyclable materials in West Egg. The mayor overlooks the fact that different materials determine different ways of recycling. Inevitably, some special rubbish needs special machines and related operators, which may results to higher expenses of the government compared with the cost of digging a new landfill. What’s worse, maybe the residents can only pour the dust to the landfill. Therefore, there is no guarantee that the beautiful future happens that more and more garbage are recycled.
Thirdly, 90% of the respondents in the survey are not sufficiently representative of general residents living in West Egg. For example, perhaps the people who don’t support recycling don’t want to respond to the survey. Additionally, the memo provides no information about the number of the respondents. The fewer respondents, the less reliable the survey’s results are. So the mayor can’t rely on the single percentage to draw the projection that most of West Egg residents are in favor of recycling the trash.
In sum, the memo is weak on several grounds. To strengthen it the mayor must provide clear evidence that the declining on the amount of the trash to the landfill will serves to slow the rate at which the landfill is filled to capacity. To better evaluate the conclusion, we need more information about the proportions to varieties of trash to the landfill, and the trends that the amount of the trash changes.

简单扫了前两段的语句,整体结构挺完整。这方面我在学习中。OB小组加油。
