In this argument, the author recommended that the library in Polluxton should be shut down and the one in Castorville should be put into use for the two villages in order to economize and improve service of the library. To support the recommendation, the author cited the fact of the success of the garbage collection departments' unity of the two villages, that is, after combination into one garbage collection, the money was not only saved but the complaints decreased. Further, due to the fact that the users of the library in Polluxton became fewer than before, the author further affirmed that the Polluxton library should be closed. Based on close scrutiny of all these evidence, the argument is not as convincing as it stands.

First of all, the premise that uniting the two libraries into one can economize and improve service is not convincing. There is not any information available to assure the effect of such measurement. No specific attitudes of residents are investigated, and thus whether such done can bring benefit   to both the residents and the library is quite a doubtful question. Even, there is no evidence to prove that the expenses of the library will decline. It is extremely possible that the only one library has to spend large amount of money on appealing to readers in the local place as well as the neighborhood.

Second, the success of the garbage collection department does not do helpful to the library. The two departments are two different kinds of departments. Workers of this career go to the garbage collection departments while it is each individual that goes to the library. The garbage collection department is the main place to collect all the garbage, but the library is a reading place holding masses of readers. If, just like the unity of the two garbage collection departments, that the two libraries united to be one may not be convenient for the readers. The distance of the two villages is another a critical factor that can influence the benefits of the consumers and the libraries themselves. Thus, the experience of the garbage collection departments can not unduly extend to the libraries.

Even if the unity of the two libraries can economize and improve service, it is too hasty to conclude that the library in Polluxton must be closed while the library in Castorville should be maintained. Temporal fewer visitors do not illustrate the permanent tendency of the library. The respective advantages and disadvantages of the two libraries should be investigated in detail, and the comparison should be made between the two libraries. Only through effective analysis and reasonable contrast can the practical measurements be made.  

Thus, after the above discussion, the author ignores the complexity of the problem and thereby obtains the unconvincing conclusion according to some superficial phenomena. Therefore, the author should make a throughout investigation and detail analysis to assure the recommendation.
