As the title statement, the speaker prefers that a nation should allow all of students to study the universal national curriculum until they enter college. Studying the same courses for every student, they could certainly learn the necessary basic courses. However, the curriculum that schools select may satisfy the special demand for every school.

On the one hand, the basic curriculum that is arranged by nation benefits students to acknowledge the merits of the entire national tradition and culture. It is before entering college that children should learn basic knowledge and skill. A core curriculum provides students with essential concepts and minds. So on the basis of that, universities could decide the scheme of their courses, and students also could choose the specialties they favour. Besides, the content of national curriculum must be compiled by the individuals who are authorities in their field. While local compilers do not possess the ability as high as authorities, the materials they write are likely less comprehensive than authorities.

On the other hand, schools in different parts of the nation should determine several local courses under special circumstances. In some parts, the culture and tradition of local persons may differ from other parts. Government should not, if so, impose the curriculum against their customs, and the national curriculum possibly destroys their value system. Therefore, local schools have freedom to determine any courses they need. The US is made up of a mass of nationalities that have various belief and live habit. Different nationalities should consequently receive ethical education.

However, it will narrowly focus on knowledge to allow schools in different parts of nation to determine the courses. If a basic curriculum is only determine by schools, it can not ensure the students to acquire general information as a member of society. Children need usual and fundamental information for prepare for future. When schools have not offered enough knowledge to students, it will be difficult to compete with others for them.

Finally, not only should a nation require students' entire basic curriculum, but schools also determine some local courses. The basic curriculum is beneficial to build right moral criteria and value system for children. In addition, schools endeavour to improve the practical capacity of everyone.

In sum, the optimal approach about the education calls for a balance between the national curriculum and course chosen by schools. Basic and core course is uniformly decide by nation, and in different parts of nation, schools correspondingly design their own special lessons. In a long run, we preserve the elite of our culture, and our society also develops rapidly in science and technology.(434个字)
