一个公仆如果想成为一位杰出的领导者就必须保持最高的伦理和道德标准。 Undoubtedly, good ethical and moral behaviors are needed for any public officials. However, in my opinion, the author overestimates the function of ethics and morals. With basic good ethics and morals and other specific leadership capability,(可以说两者结合,cooperate/combine…with, as well as,不要用两个and链接) the leader would be effective. Admittedly, any people will admit that ethics and morals are the basic principles of being a public official. A public official with good ethics and morals would be respected by the mass and their adversaries. It is hard to image how a leader would be effective if he or she lacks fundamental ethical and moral standards. (这句话好,继续发扬)Only if the public official has good ethical and moral behaviors, the mass would entrust the behaviors of the public official. And only if the populace entrust the behaviors of the public official, they would support the work of the official. Then the public official would work effectively. Moreover, good ethical and moral standards in a public official’s mind would keep the leader from abusing authorities, corruptions and the like, and remind the leader to do more beneficial things helpful for the populace and the society.(说理很有深度,很好) Moreover, the behaviors and lifestyles of public officials are the focus point of populace and their behaviors and lifestyles would affect the populace at times. A close scrutiny informs us that reports and announcements of events relevant to public official are here and there. Thus, these leaders' act and behavior tend to be imitated by the populace intentionally or inadvertently. To some extent, the ethical and moral standards are critical for a person. In order to maintain the populace has a good paragon or to prevent the populace from bad ethical and moral behaviors, it is better for public officials to maintain a good ethical and moral standard. Nevertheless, a public official is not a moralist. It is impossible to require the public leader to maintain the highest ethical and moral standards. Some other factors, such as organize capabilities, keen and comprehensive perspectives, outstanding wisdoms and the like(用了两次了,可以用so forth, such like abilities), are far more important for being an effective leaders than owning the highest ethical and moral standards. A person who has the highest ethical and moral standards tend to cannot be an effective leader(这句话有点不明白), but a person who has the certain good ethical and moral standards and other specific leadership ability could be a great leader. Consider, for example, the American president, Clinton. Although he obviously does not have the highest morals for sexual scandal, he is still considered as a successful president for great contributions on the American economic growth on the later twenty’s century. In other words, to be an effective leader, he or she should have certain good ethical and moral standards and other special leadership ability, but no need to own the highest ethical and moral standards. (这句话总结来得好) In sum, ethical and moral is the basic standard for being a good person, let alone an effective leader. Thus, public officials must have good ethical and moral standards. Nevertheless, public officials are not moralists. It is no need to ask the highest ethical and moral standards for public officials.(总结段没前面的段落来得精彩。很多语句是重复的,不过应该没什么问题,总结段本来就应该是总结)
