TOPIC: ISSUE83 - "Government should preserve publicly owned wilderness areas in their natural state, even though these areas are often extremely remote and thus accessible to only a few people."

1.       基本同意作者的观点,公有的荒野地区一般具有很大生态价值,并且需要被保护。然而,没有必要把破坏的风险扩大,在保护的前提下,我们可以开展科学研究,环境教育,生态旅游等活动
2.       首先,最重要的是要保证这些地区的生态系统和自然资源不被破坏。
3.       然而,要想仅靠政府的力量保持环境不变是不现实的,也是不必要的。
4.       从这个角度上说,发挥这些地区的作用和价值就很有必要了。
5.       总之,保护环境是一项巨大的工程,不仅需要政府的努力,还需要每一个人参与其中。并在利用和保护之中寻求一种平衡,实现人与自然的共同发展。

I fundamentally agree with the speaker that the publicly owned wilderness areas are of great ecological value and deserved to be protected.  However, it is unnecessary to overstate the risk of degradation.  In order to make full use of the social value and economical value of these areas, as well as form a healthy protection system, I think it is instructive to develop scientific research, environmental education and ecological tourism rather than exactly maintain their natural state.

First of all, the most important is to make sure that the eco-system and natural resources of these areas would not be destroyed.  As the development of our society, both the population and economical growth require more and more lands, water and energy.  Since the Industrial Revolution, the human beings have despoiled from the earth at an amazing speed.  As Rachel Carson depicted in her famous book "Silent spring", if we do not question humanity's faith in technological progress, we would probably live in a world where all life -- from fish to birds to apple blossoms to human children – have been "silenced". Nowadays, all the survival wilderness areas are precious enough for us to care about.  Although all these areas are far away from us, the power of human civilization is so strong, and the environment is so frail that even a slight activity may lead to a huge destruction, which is probably unrecoverable.  Hence, the government should hold the responsibility for protecting these areas in order to provide a better environment for the people.

However, it is unreal and unnecessary to maintain these areas what they used to be all by the government.  One the one hand, because of some irresistible factors, such as global climate change, solar activities, and green gases and pollutants emitted by other countries, these areas would anyhow be changed.  The completely protection is far beyond the ability of one country’s government.  On the other hand, many of the developing country governments are not able to afford the high costs of supervising the destruct activities.  Actually, a better way of protecting environment is to unite all the people in our society to make efforts in improving our behaviors and attitudes which are dangerous to the environment.

From this point of view, it is truly essential to utilize the potential values of these wilderness areas.  For example, in the wetlands, people can develop scientific researches to make full use of the rich diversity of genes, with which combined advanced biological and chemical technologies, making eco-products with high economical values.  Another compelling example is the environmental education and ecological tourism.  The beautiful scenes of these areas would allow our students and visitors to breathe the fresh air, drink the cleanest water, and listen to the songs of birds.  I believe everyone who has been to such a beautiful place would never do anything harmful to the environment; even more, some of them might become supportively firm environmental protectors.  Further, all these activities would gain considerable profits, which could be reused to environmental protection. Thus, it would lend a hand to form a healthy circulation, making sure that more and more people, as well as financial aid, would be devoted to the protection career.

To sum up, environmental protection is such a huge project that not only should the government be involved, but also everyone in our society should participate in. And we should strike a balance between the protection and the exploitation to realize the development of both human beings and the environment.
