TOPIC: ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and house painting."

By making a comparison with Brookvile community nearby, the letter sent by the committee of homeowners from Deerhaven Acres suggests that in order to raise the property values of Deerhaven Acres the community there should adopt their own set of restrictions on landscaping and house painting. This argument sounds like reasonable; however, several facets of the reasoning are questionable.
Firstly, the raise of property in nearby Brookvile community may not caused by the adoption of the set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. It is unwarranted because there is no evidence can support this argument. The arguer fails to establish the causal relationship between the rise of the property and the adoption of the restrictions. The property values of the houses are decided by the supply and demand. Probably, in the past 7 years, the population of Brookvile increased sharply, while the house supply did not increase apparently. The families which have new born babies have to buy bigger house to settle in, so the property values rose in Brookvile. Another proper supposition is that there may be great changes took place in Brookvile after the community adopted the restrictions, such as several supermarkets are opened nearby, or a new subway was built through Brookvile area in the past 7 years, all of these may be responsible for the raise of property.
Secondly, even though the raise of property values in Brookvile is caused by the adoption of the restrictions, the arguer fails to provide evidence to demonstrate those restrictions will be effective in Deerhaven Acres. The arguer does not realize the differences between Deerhaven Acres and Brookvile. The residents of Deerhaven Acres may dislike a house which is exactly the same with others in appearance, while the residents in Brookvile may like it very much, thus, the adoption of these same restrictions probably may lead to different results. In Deerhaven Acres a house-demand depression is inevitable and the property values would fall rather than rise, while prosperity may take place in Brookvile.
Furthermore, even if the raise of in Brookvile was result from the adoption of the restrictions 7 years ago, and even that may be useful in Deerhaven Acres if Deerhaven Acres adopt at the same time, that would not be practical meaning nowadays, since value of the society can change a lot in 7 years.

Hence, without concerning the uncertainty of the increase of population and the development of the nearby areas, even if Deerhaven Acres take such restrictions, the property will not rise apparently. So when the committee of homeowners in Deerhaven Acres is making a decision of whether they should take the adoption of such restrictions, they should take their town's own singularities into account, not only just cover others’ ways. |
