The following appeared in a letter to the editor of a newspaper serving the villages of Castorville and Polluxton.

"Both the villages of Castorville and Polluxton have experienced sharp declines in the numbers of residents who pay property taxes. To save money and improve service, the two villages recently merged their once separate garbage collection departments into a single department located in Castorville, and the new department has reported few complaints about its service. Last year the library in Polluxton had 20 percent fewer users than during the previous year. It follows that we should now further economize and improve service, as we did with garbage collection, by closing the library in Polluxton and using the library in Castorville to serve both villages."

The author of this letter, inspired by an recent merge of the garbage collection department of the two villages, proposed a similar suggestion which involving a merge of the two libraries of the two villages, aiming at saving money and improving service simultaneously. However, this suggestion is not likely to be effective for its reasoning is full of fallacies.

Firstly, the author believes that the service of garbage collection is improved due to merge of two previously separate garbage collection departments in two villages. To support this, the author shows that the new department has a record of nearly zero complaints. However, perhaps, the inhabitants of the two village are always satisfied with the service of garbage collection, therefore, without past records of service quality in two village, we have no reason to believe that the service is improved. Besides, other possible alternative could also contribute to the apparent good service. As the letter show that the number of residents who pay property taxes declines sharply, it is very likely that many residents had moved out of the village, thus fewer subscribers of the garbage collection service leaded to fewer complaints.

Secondly, even though the merge did improve the service of garbage collection in the two village, it does not necessarily follow that this kind of merge of local libraries could improve the service, because the two services are quite different. People need to go out to get to the library, while the garbage collection doesn't, therefore, the merge of garbage collection departments has little impact on the residents, and they may even sense the difference after the merge. However, as one of the libraries has to be close due to the merge, residents of one village have to spend more time on their way to new merged library, which is very likely to discourage the residents from going to library or has a negative impact on their enjoyment of reading. Based on these reason, the service of library is not likely to benefit from the merge.

What's more, even if one of the two libraries has to be closed for some reason, the author's choice of Polluxton one seems lack of full considerations, for the number of the users of library in Castorville is not provided. Perhaps, the library in Polluxton still has more users than that in Castorville, therefore, maybe keeping the library in Polluxton and closing the Castorville one is a sensible decision.

In sum, the author's suggestion of merging the libraries in the two village is well presented, but not thoroughly reasoned.  The author's overlooking of possible alternatives and the difference between the two services undermine the credibility of this suggestion.

Perhaps, the library in Polluxton still has more users than that in Castorville, therefore, maybe keeping the library in Polluxton and closing the Castorville one is a sensible decision.(出发点很好,但也不一定只有使用人数的问题才决定关闭哪家,可谈点其他因素如维护啊,员工啊,硬件设施等)

In sum, the author's suggestion of merging the libraries in the two village is well presented, but not thoroughly reasoned.  The author's overlooking of possible alternatives and the difference between the two services undermine the credibility of this suggestion.

个人觉得你这篇argument已经相当不错了,语言朴实而又不失精准,指出的几点错误也分析得很准确.如果把每一段都再多展开一些或许就是满分水平了吧.^_^
