In this argument, the author concludes that merging the townships of Roseville and West Roseville makes both towns benefit from this policy. At first glance, the author’s reasoning seems to be appealing, while clearly examining the author’s reasoning, we may find that it is unconvincing. The argument contains several facets that are questionable.
First of all, the major problem the author raised is that residents are confused about which authority to contact when they need a service. He believes that merging townships could handle this matter. But as failing to present the intimate conditions of both towns, it would be too arbitrary to come to the conclusion. Maybe both towns are driven by different economic supports, for example, one may narrowly focus on business while the other concentrates on agriculture, industry, machinery, and so forth, thus make it hard to executive the merged town as a whole. Meanwhile, once both towns merges, the government institution may be too complex to make in practice, or reduce the officials' productivity. As a result, the extra expenses to administer the larger town may surpass total amount of both towns.
Secondly, comparing with the merging townships of Hamden and North Hamden, the author makes an oversimplified analogy on the similar problem of Roseville and West Rosevill. In most instances, this is an unwarranted assumption for the simple reason that things rarely remain the same over extended periods of time and from place to place. As we know, many factors should be taken into the consideration, such as demographics of the population, government executive institution, geographical and physical terrain of the two different areas.
In addition, since services would no longer be duplicated, obviously some officials' jobs in city government would be lost— it would be impossible to reassign every employee. And who should be elimilated? People from Roseville or From West Roseville? It may stir a state of chaos in both towns.
To sum up, the conclusion lacks of credibility. Regardless of who the author is, he or she has overlooked or chosen to ignore many aspects of his or her conclusion. To strengthen the conclusion, the author should give more evidences about the above-mentioned possibilities.
