开头:同意不同意都有-------两个事物的比较:都好
Should governments pay more attention to immediate problems of today than the anticipated problems of the future, as the speaker asserts? To some extent, I tend to agree that immediate problems are usually urgent ones, and thus require government's attention to find a solution. However, the speaker overlooks the potential hazard and crucial role of anticipated problems and unfairly gives them a second priority. In my point of view, both immediate and anticipated problems are critical to our society's well-being and development, and an all-sided consideration is needed when deciding the precedence.

Admittedly, immediate problems of today, such as unemployment, homelessness, and poverty, are comparatively urgent, and detrimental consequences would follow if no governmental measures are taken. Consider unemployment, which is one of the most urgent social problems in many countries. Experience has proved that, a high rate of unemployment would not only bring a larger poor population, but also cause more serious aftermath such as a rising rate of robbery and fraud, economic crisis and even societal riot on streets. Accordingly, government should react fast and make cogent decisions to solve these problems.

Nevertheless, anticipated problem, such as depletion of ozone layer, exhaustion of crude oil, and adverse effect of high-technologies, also plays a vital role in society and their solutions determine the destiny of our society. For example, global environmental problem is becoming a major concern of our society. Gradual water pollution, continuous global warming, and faster species extinction will definitely harm human beings. Indeed, most of anticipated problems carry little direct impairment now, but soon would become true and immediate problem, and even threaten the survival of human beings. Thus, it is every government's responsibility to work on this far-reaching problem and promise our children a normal, if not better, world through legislative protection.

Furthermore, it is wise and justifiable to take both immediate and anticipated problems into consideration during the decision-making process. Although these two kinds may contradict under some circumstances, it is vital to find a balance between them. Consider again the unemployment problem. If the government only builds more factories to create enough jobs for these people without necessary environmental considerations, the level of living of local residents will definitely drop sharply, and thus the additional financial burden of people's health care would outweigh the benefit of higher employment. To the contrary, if the government pays too much attention to the future environmental problems and closes hundreds of industries in order to make the water cleaner, local economy and society will inevitably suffer heavily. Both kinds of problems deserve our attention. Thereby, the government needs to consider both immediate and anticipated factors when they are trying to solve any problem. And they should strike a balance in allocating budgets to solve both kinds of problems, and they actually managed it. Those highly-polluting enterprises have been shut down or reformed. And a speaker of department of environment recently announced that they would take more drastic measures to cope with high pollution.

To sum up, on the one hand, it is obvious that immediate problems of today are usually urgent and need government's special and timely attention; on the other hand, anticipated problems are rather crucial for future. If we don’t pay enough emphasis on them, they might soon overwhelm us and threaten our existence. Therefore, a balance between the two kinds of problems is needed for government officials to make the right decisions.
