Issue 108 In many countries it is now possible to turn on the television and view the government at work. Watching these proceedings can help people understand the issues that affect their lives. The more kinds of government proceedings---trials, debates, meetings, etc --that are televised, the more society will benefit.
The speaker asserts that the more procedures about government exposed to public, the more advanced the society will be. The author’s contention has considerable merit on the basis that overseeing authority will avoid abusing of power and involve a large portion of citizens in the management of one country; however, I will take exceptions when it comes to some special conditions.
It might be tempting to agree with the author's contention considering that televising some kinds of government proceedings has significant effect on preventing politicians and leaders from abusing of power in hands. Think about the financial corruption both in the official departments and in corporations, have the accounts be showed to public, leaving them transparent, the chances for forgery will inevitably decrease dramatically; therefore, sources and budgets can be utilized fully. Similarly, the more procedures about how the money is spent are supervised by citizens, the less embezzlement will occur. Another benefit about this suggestion is that autocracy will be minimized which is adverse to democracy of one nation.
Also, another implicit rationale behind the author's contention is that by televising some kinds of government proceedings, more and more citizens will be concentrated on policies affecting their lives and development of their nation. It is well known that the more views and ideas offered, the better systems will become. Taking enacting certain act for example, public will acquire complete information about what the intention of this particular bill ,which measurements will be taken toward this purpose, to which extent does this particular law has effect on deterring crime or ameliorating living levels. What is more, people can air their opinions whether this law is feasible by weighing the benefits and costs closely associated with them and if it is advisable, what flaws still exist in this act to be amended? In a word, political proceedings exposed to people excited more taking part in the management of one country, that will inevitably maintain the well-being conditions.
While this suggestion has considerable merit on the improvement of one nation’s democracy and prosperity, on the other hand, however, not every government proceedings can be televised. Otherwise, serious consequences will be resulted. One argument against the author's contention is concerned about those containing confidential information closely connected with security of one country and its citizens. Imagine conferences constituting plans against the terrorism, or measurements arresting drug traffics, these plans and measurements will no doubt fail if citizens are informed in advance through televisions, leaving safety of civilians under threatening.
The author's assertion is unsubstantiated when it comes to conditions which will cause panic around public if they were publized. Take some penalties for example. The scene about penalizing some felons may be fraught with crudity and blood which is noxious for the development of children and even do harm to some adults suffering from nightmares after watching those blood-filled scenes. Or some riots intending to topple contemporary authority are also forbidden from televising and broadcasting, for those will cause panic and feelings of unsafe around people which is disadvantageous to the stability of one nation.
In conclusion, the author begs questions. While I concede that broadcasting and televising certain kinds of government procedures, such as the enacting of acts, innovations about the educational systems has significant impact on improving the democracy and development of society, however, not all procedures can be publized, that is to say, medium should select the kinds exposing to publics. |
