31."Money spent on research is almostalways a good investment, even when the results of that research arecontroversial."

I agree with the speaker’s claims that expense on research is always a good investment, even when the results are controversial. Yet, in my opinion, the government should establish relevant regulations on the controversial research.

The speaker unfairly assumes that we canknow the research result before the research is carried on. Research is the exploration of the unknown for true answers to our questions, and for lasting solutions to our enduring problems. Research is also the chief means by whichwe humans attempt to satisfy our insatiable appetite for knowledge, and our cravingto understand ourselves and the world around us. How can we know whether the research result is controversial or not?

Research is always valuable because it is a methodical investigation on a subject which can broaden our vision and solve problems. For example, in 1968, The U.S. Department of Defense Advanced Research Projects Agency (ARPA) funded a research project that created a packet switching network known as the ARPANET. With nearly 14 years’ research, the researchers had formed the Computer Science NET work, and in the late 1980s,the government began to life the restrictions on the user of Internet and the commercialization of the Internet began. Then Internet use quickly expanded to elsewhere in the world and totally changes the human’s living habit, which benefits humans alot. Moreover the invention of mobile cars and telephones also bring about conveniences to our life. Medical research understands the nature of diseases and its prevention and also makes possible other life-longing medical treatments. Thus, expense on research is sometimes a good investment and alsofor the service and welfare of man.

Since the research is to discover facts and develop plans, controversy will inevitably occur because of the neutral feature of research results. On one side, the controversy depends on the personal interests.Taking the nuclear weapon as an example, those countries views it necessary to invest amounts of money in nuclear weapon research and obtain them for sakes oftheir country due to its great nuclear deterrence; Meanwhile, the nuclear weapons indicates great potential risks to the whole world, which can damage theworld in seconds. On the other side, controversial results concentrate on some ethical research including the infertility, cloning. For instance, supports remain that doctors can select sperms or eggs or embryos to prevent some hereditary fatal diseases; while opponents argue the research will give humans the ability to control genetic heredity and choose a preferred gender for their babies. Nevertheless, we must confess that infertility technology brings joys to lots of families. Therefore, research should continue even their results are controversial.

In my opinion, research has advantages and disadvantages. What we do is to inhibit the harmful effects and harness the advantages to play a more important role. Towards the controversial issues, the government should regulate the related regulations to let them serves the world more efficient. For example, atomic energies can be utilized for its enormous energy releasing during the process of chemical reaction to replace the conventional fuels—such as wood and fossil fuels. In addition, cloning can bemade use of transplanting organs for the patients, while its use of cloning human should be restricted. Only through the help of government, the research will truly be a good investment.

In all, research is always a goodinvestment, in spite of its controversial results. In order to ensure theresearch to serve as an effective role in benefiting human, the government should enact regulations to restrain its harm and encourage its benefits.
