提纲:all nations 过于绝对,而且质疑global university对于问题的解决程度(反对)
1.国际性大学的巨大开支对许多国家是不可承受的负担。
2.投资大学教育必然会导致其他方面开支减少,教育作为一个长期的见效慢的效果不突出解决方案是否值得如此巨大的投入?
3.更何况,将解决问题的所有希望寄托在下一代身上,而不是争取这一代就尽量缓和甚至解决这些问题,本来就是不负责任的做法。

A myriad of problems emerged in the process of social development and progress. Some problems are linked to few realms of disciplines, while others -- such as how could human beings deal with the relationship of damage of environment and development of industry? as well as how could we solve the extinction of particular social culture when globalization becomes Unstoppable tendency? -- require long-term and intensive research and calculate. Some argue that government should help support the development of a global university, so the education would help us. Though it seems rational to bank on our next generation to solve these tough troubles, this thought is irresponsible.
Unimpeachably, the possible contribution of global university could be optimistic and positive in some persistent social problems such as cultural extinction, inhibiting crime. In addition, for the real purpose of the establishment of global university, attracting and absorbing excellent foreign students, global university, as a communication platform of global knowledge, could urge students to exchange their ideas, backgrounds, and researches to assimilate advantages and disadvantages of each other. And then they could be able to solve those social problems. It sounds good for government to support the development of global universities; However, there exist a lot of hidden dangers in that support.
Global university need heavy investment not merely to sustain its huge expense both in offering salaries and laboratories to professors and teachers, and in building dormitories, classrooms, and apparatuses for plenty of students, but also to afford ponderous financial payout to support the management of such a tremendous number of staff, as well as to accept international students and offer them fellowship. Subsequently, to be realistic, the support by government is a financial burden which would not be weaken or eliminated by the emergency of resolutions of some social problems, but will be increasing with the time. That fiscal expense is not a great deal in developed countries which are will to and are able to help support the development of a global university, for they suffered no hunger, no war and are concentrating on self-actualization. Whereas, some small countries are not as rich as the superpower, their annual GDP can merely catch up with the wealth of monthly products of one state or one province in developed countries, and some underprivileged countries could even hardly afford the cost to protect subsistence of every citizens. Hence, Asking for additional patronage of these developing countries to support global universities, is an action full of ridiculous.
Besides, expecting the emergence of students with social experiences and with profound understanding of social problems who only accept educations in global university is an impractical fantasy. Empirically, no far-reaching social reformation and improvement could be established in laboratory or classroom. Instead, the success needs long-term practice. No cartographer could draw acute and elaborate maps without personal travelling; no musician could compose euphonious and smooth opus only working in a small room; no scientist could solve problems without experiment. If human beings all believe in that education can solve any problems, it will obviously shorten their sight. And as a result, these "good students in college" who are indeed idealists, dreaming of the Utopia all day, would consequentially put forward theories with no value. Thus, for the annual fiscal budget is fixed, as supporting global universities would certainly decrease the investment in other respects, if government should support the development of global university is controversial.
Generally speaking, the persistent social problems, which include interaction of many disciplines, as their solutions may involve comprehensive consideration of social development, human nature, global environment and exploitation of energy resources, could hardly be solved in one or two generations. However, the need of perennial hard work is by no means we should do nothing except for educating offspring to deal with these intractable social troubles. It is extreme selfish for us to only look forward to the appearance of super geniuses in the realm of society, economy, technology, ecology, and psychology to do the works we should do. That action is quite irresponsible. if we invest the fiscal budget, which planed to support the development of global universities, to protect the endangered animals, to look for alternative energy, as well as to plant forests, our children would care less of the end of mankind, and then enjoy happy lives. In addition, the social problem would worsen, and become more difficult to solve if we ignore investing in immediate actions.
As is mentioned above, education contributes a lot. However, persistent social problem would be never completely solved when people failed to realize that education is not omnipotent whereas immediate actions can help greatly. Government should measure its financial resources carefully, and then decide if the support to global universities is necessary. |
